Guadalajara rectifies the requirements for Social Educator and adds the exam score
Por FactBox Admin

The Guadalajara City Council has rectified a material error detected in the rules of the selection process to fill a Social Educator position, which lacked the scoring method for the first exercise. The correction is published in the Official Gazette of the Province of Guadalajara number 209, dated November 2, 2026, within the city council announcements section, arriving seven days before the candidates take their exams.
The resolution is based on Law 7/1985, of April 2, regulating the Bases of the Local Regime, and the agreement on the delegation of powers from the Local Government Board to the delegated councilor for Human Resources on January 21, 2025. The original rules were published in the Official Gazette of the Province of Guadalajara number 124, dated July 2, 2026, and in the Official State Gazette number 166, dated July 9, 2026, following approval by decree on June 29, 2026.
The noted error: the test scoring was missing
The municipal agreement acknowledges that, once the rules were published, a material error “by omission” was noted: the calling text described the first exercise of the competitive phase but did not establish its grading system. The rectification affects section base 7.1.1 of the call, which now incorporates the full text of the missing scale.
Therefore, this is a specific correction and not a change in the conditions of the process: the called position remains one, for civil service personnel, by competitive examination and open entry, in execution of the Public Employment Offer for the 2026 fiscal year.
From zero to ten and a one-third penalty for errors
The new text added to the rules establishes the following grading rules:
- The first exercise will be graded from zero to ten points.
- Candidates who do not reach the minimum score of five points will be eliminated.
- To pass, the Grading Tribunal will determine the number of net correct answers required to reach those five points.
- Each correct answer will be valued positively.
- An unanswered question—with all four letters blank or with more than one option marked—will have no value.
- A question with an incorrect answer will be penalized by one-third of the value of the correct answer, rounded to the second decimal.
The criterion therefore introduces a penalty for mistakes and requires the tribunal to previously set the threshold of net answers that equals a passing grade, two elements that the candidates were unaware of until now.
Fifty-six candidates and exam on November 9
The process maintains the previously established schedule. In the announcement of the final lists published in the Official Gazette of the Province of Guadalajara number 191, dated October 7, 2026, the Guadalajara City Council finalized the list of 56 admitted applicants and no excluded persons, as no exclusions were filed during the application period.
That same announcement scheduled the first exercise for November 9, 2026, at 10:00 AM, in the Study Room of the Eduardo Guitián Integrated Municipal Center, at Avenida del Vado 15 in Guadalajara, requiring candidates to bring their National Identity Document and a blue ink pen. It also appointed the qualifying board, chaired by Alicia Anguix García, with David Simón Alcorlo as secretary.
Signatory and effects of the correction
The rectifying resolution was signed in Guadalajara on October 29, 2026, by the delegated councilwoman for Human Resources, Isabel Nogueroles Viñes, the same authority who signed the October announcement. With this publication, the rules of the process are completed before the exam is held, without the need to reopen the call for applications or repeat the submission of requests.
The correction arrives at a decisive moment for the 56 admitted candidates, who face the first exercise on November 9: until now, the rules did not indicate how many points the test was worth, how incorrect answers were handled, or what the cutoff score was. With the published text, the candidates finally know the exact criteria—from zero to ten, passing at five, and a penalty of one-third per error—although the specific number of net correct answers required remains in the hands of the qualifying board.
