Guadalajara publica seis nuevas sanciones por infracciones en festejos taurinos

The Official Gazette of Castilla-La Mancha publishes this Friday, November 6, 2026, the resolution of six sanctioning proceedings for infractions regarding bullfighting festivals processed by the Provincial Delegation of Finance, Public Administrations, and Digital Transformation of Guadalajara. The notification, dated October 29, 2026, and signed by the provincial delegate Sonsoles Rico Ordóñez, makes public resolutions issued between September 24 and October 6. The files affect three natural persons and three legal entities.

The publication is agreed upon under articles 44 and 46 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, after the notification attempted at the last known address could not be carried out. The announcement is inserted in both the Official Gazette of Castilla-La Mancha and the Official State Gazette, and its purpose is to bring the summary of the resolution to the attention of the interested parties.

The reference sanctioning framework is Law 6/2026, of October 1, on Public Spectacles and Recreational Activities of Castilla-La Mancha, published in the DOCM no. 194, of October 8, 2026 (ref. 2026/7267), which modifies Decree 38/2013, of July 11, which approves the Regulations for popular bullfighting festivals. The regulation reserves the competence over sanctioning proceedings regarding professional and popular spectacles and bullfighting festivals to the regional Administration, and sets fines from 150 to 2,000 euros for minor infractions, from 2,001 to 20,000 euros for serious ones, and from 20,001 to 300,000 euros for very serious ones. Its entry into force is scheduled for three months after its publication, although it will not apply to proceedings initiated previously.

Six files resolved in five weeks

The published resolutions are as follows:

  • SANCI/26/151308/000189, NIF 03143484M, resolution of 09/24/2026.
  • SANCI/26/151308/000194, NIF 50124735F, resolution of 09/25/2026.
  • SANCI/26/151308/000241, NIF 03089431W, resolution of 09/28/2026.
  • SANCI/26/151308/000307, CIF A80383896, resolution of 10/05/2026.
  • SANCI/26/151308/000308, CIF B19184282, resolution of 10/05/2026.
  • SANCI/26/151308/000315, CIF B86211992, resolution of 10/06/2026.

Three of the files correspond to natural persons identified by DNI and the other three to legal entities identified by CIF, a profile that fits the dual status of festival organizers and participants contemplated by bullfighting regulations.

File consultation and administrative appeal

Interested parties may review the full text of the resolution and access the file at the offices of the Citizen Protection Service of the Provincial Delegation, located at Juan Bautista Topete, 1 and 3, Guadalajara, Monday to Friday on working days between 9:00 and 14:00 hours, by prior appointment requested at the address dpgu.espectaculos@jccm.es.

An administrative appeal (recurso de alzada) may be filed against the resolution, which does not exhaust the administrative route, before the Director General of Citizen Protection. This must be submitted within one month starting from the day following the notification, in accordance with articles 121 and 122 of Law 39/2015.

A trickle of notifications in the province

This Friday’s publication is not an isolated event. On October 6, the DOCM already published a notification from the same Provincial Delegation with five resolved files between September 16 and 22 (ref. 2026/7082) and on October 23 another regarding file SANCI/26/151308/000142 (ref. 2026/7589). Added to these are the individual resolutions from September (ref. 2026/6746) and a proposed resolution from June (ref. 2026/6745).

Altogether, since September, at least thirteen sanctioning resolutions for infractions in bullfighting festivals in the province of Guadalajara have been made known through this channel, in addition to one proposed resolution. The systematic use of edictal notification indicates that in a significant portion of the files, the interested parties could not be located at their addresses.

Impact for organizers and participants

The relevance of these publications is twofold. For those affected, they mark the beginning of the one-month period to appeal and, if applicable, the opening of the enforcement process if the sanction becomes final. For the sector, they confirm that the Junta maintains active surveillance over popular bullfighting festivals in the province in a year where the new regional framework for public spectacles reinforces regional competence, updates fine amounts, and requires the adaptation of municipal ordinances within a maximum period of one year.
