Por FactBox Admin

The Guadalajara City Council has approved and published the final lists of admitted and excluded applicants for the selection process to permanently fill five Local Police officer positions via competitive examination and open entry. The resolution appears in the Official Gazette of the Province of Guadalajara number 204, dated October 26, 2026, and bears the signature of the councilwoman delegated to Human Resources, Isabel Nogueroles Viñes, dated October 22, 2026. The document also sets the date for the first physical test and the composition of the qualifying tribunal.
The five positions belong to the Basic Scale, Police category, of the Local Police Corps, classified in subgroup C1 of article 76 of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Basic Statute of Public Employees Law. One of them comes from the 2025 public employment offer (BOP of Guadalajara number 109, of June 9, 2025) and the other four from the 2026 offer (BOP of Guadalajara number 57, of March 24, 2026).
The process is governed by the modified bases and the call for applications approved by Decree of July 29, 2026, published in the BOP of Guadalajara number 146, of August 3, 2026, and in the BOE number 200, of August 15, 2026. The now-final lists implement the resolutions adopted by decrees of October 9, 21, and 22, 2026.
202 admitted versus 17 excluded
The final list of admitted applicants consists of 202 candidates, ordered alphabetically and with the ID (DNI) partially hidden, from Abad Sierra, Víctor to Zuñiga Carrasco, Álvaro. The list of excluded applicants, on the other hand, stands at 17 people, all with an express indication of the reason for rejection.
The applied causes for exclusion are six and refer to the requirements of the call:
- Failure to prove the qualifications required in base 2.1.c).
- Failure to prove the driving permits in base 2.1.e).
- Failure to prove the absence of a criminal record for intentional crimes.
- Failure to submit, or submitting incorrectly, the commitment to carry weapons and use them in cases provided by law.
- Failure to prove being unemployed for a period exceeding six months.
- Failure to prove not having been convicted by a final judgment for crimes against sexual freedom and indemnity, in accordance with Organic Law 8/2021, of June 4.
The most repeated cause is the fourth, the commitment to carry weapons, which appears in seven files, followed by the lack of driving permits and qualifications.
Physical test on November 9 and 10
The resolution summons the applicants, in accordance with basis 7.2.1, to the first test of the competitive phase, the Physical Fitness test. It will be held at the athletics tracks of the Estadio Municipal de la Fuente de la Niña, at paseo Francisco Aritmendi number 5, Guadalajara, at 10:00 hours, divided into two days in alphabetical order:
- November 9, 2026: from Quevedo Galán, Fernando to Domínguez Silva, Melina.
- November 10, 2026: from El Hamaoui Corralo, Sahra to Privado Álvarez, Jon.
Applicants who cannot perform the physical tests due to duly accredited pregnancy or childbirth may perform the remaining exercises, but passing the phase will be conditional upon completing those tests before the deadline for submitting documentation under basis 10.1.
Mandatory medical certificate and qualifying board
Each applicant must submit on the day of the test a medical certificate issued no more than thirty days prior, expressly stating that they are fit to undertake the set of tests in Annex I of the bases. Anyone who does not provide it, or presents it without this literal provision, will be eliminated and will not be able to perform the exercise.
The Qualifying Board is designated as follows:
- Presidency: Eduardo Pardo Cuevas, titular, with Cristina Tábara Alda as substitute.
- Secretariat: Manuel de Miguel González, titular, with Elena Martínez Ruiz as substitute.

- Member proposed by the civil servants: Juan Manuel Moreno Calvo, with Sergio Domingo López as substitute.
The resolution orders its publication in the Official Gazette of the Province of Guadalajara, on the municipal website, and on the corporation’s notice board.
The publication closes the admission phase and opens the actual calendar of the competitive process: the 202 admitted applicants have two weeks to prepare for an eliminatory physical test held in the middle of November. For the Guadalajara City Council, the process is also a key piece of the workforce, as five new officers will emerge from it to reinforce the Local Police Force.
