Guadalajara publishes the final list of five admitted candidates for Service Manager

The Guadalajara City Council has made public the final lists of admitted and excluded applicants for the selection process called to fill one position as Municipal Services Manager. The resolution, signed by the Delegate Councilor for Human Resources, Isabel Nogueroles Viñes, is published in the Official Gazette of the Province of Guadalajara no. 190, dated October 6, 2026 (official reference 2026_2578). Five applicants have been admitted and one has been excluded.

The call corresponds to the permanent appointment, through a competitive examination and internal promotion track, of a vacant position in the civil servant staff of the Guadalajara City Council, in execution of the Public Employment Offer for the 2024 fiscal year. The rules and the call were approved by Decree on January 23, 2026, and published in the B.O.P. of Guadalajara no. 17, dated January 27, 2026, and in the B.O.E. no. 31, dated February 4, 2026.

The resolution now published derives from the Decrees of October 2, 2026, and gives a definitive character to lists that until now were provisional. The provisional list had been disseminated in the B.O.P. of Guadalajara no. 154, dated August 13, 2026, with a period of ten business days for the correction of errors or defects. As no claims were filed, the provisional lists have been elevated to final.

Five admitted applicants

The final list of admitted persons, ordered by sequence number and with the NIF partially hidden, is as follows:

• Alfonso Calvo Hita
• Jesús Campos Gallardo
• Ángel Antonio Del Río Deza
• José Gabriel Gallego Esteban
• Susana Rivas León

One excluded for not being a career civil servant

The final list of excluded applicants includes a single candidate:

• Mario Martínez Ferri, due to exclusion cause number 1.

That cause is specified as not holding the status of a career civil servant in the Guadalajara City Council, a requirement demanded as this is an internal promotion track.

Qualifying Board and date of the first exam

The resolution also designates the Qualifying Board of the process and summons the applicants to the first exam of the competitive phase:

• Date and time: October 22, 2026, at 12:00 hours.
• Location: OLED Room of the Eduardo Guitián Integrated Municipal Center (CMI), Avenida del Vado 15, Guadalajara.
• Chairmanship: César Bodas Paredes (titular) and Juan Antonio Aguado Taberné (substitute).
• Secretariat: Eduardo Pardo Cuevas (titular) and Cristina Tábara Alda (substitute).
• Board member for the Board of Communities of Castilla-La Mancha: Carlos Tavira Sánchez (titular) and Javier Yubero Mínguez (substitute).
• Board members as career civil servants: Cristina López Barrio (titular) and Alfonso Santos Vindel (substitute); Marta López Leciñena (titular) and Ana María Carrero Chinchilla (substitute); Francisco Javier García Carrasco (titular) and Juan Carlos Ortega Cuenca (substitute).

Applicants must arrive provided with their National Identity Document and a blue ink pen. The resolution is published in the Official Gazette of the Province of Guadalajara, on the website of the Guadalajara City Council, and on the Corporation’s Notice Board.

The publication closes the admission phase and opens the effective calendar of the tests: the five admitted candidates will compete for the single vacancy announced in a process reserved for internal personnel, so the result will not expand the municipal staff but will instead reorganize the professional career within the Guadalajara City Council itself. For the applicants, the document already establishes the exact date, time, and place of the first exercise, as well as the material conditions for access to the classroom.
