Guadalajara inicia la expropiación de fincas para el centro eléctrico Real 48 en Puebla de Beleña

The Provincial Delegation for Sustainable Development of Guadalajara has resolved to initiate the expropriation procedure and call for the drawing up of records prior to the occupation of the estates affected by the new transformation center «Real 48 (903700311)» in Puebla de Beleña. The resolution, signed on October 21, 2026, by the provincial delegate, Rubén García Ortega, is published in the Official Gazette of the Province of Guadalajara number 211, dated November 4, 2026, under case number 2021DIST054.

The origin: a public utility declared in May

The procedure stems from the Resolution of the Provincial Delegation for Sustainable Development of Guadalajara dated May 12, 2026, published in the Official Gazette of Castilla-La Mancha number 95, dated May 21, 2026, and in the BOP of Guadalajara number 98, dated May 26, 2026, through which the public utility of the electrical installation was specifically recognized, following a public information period.

This declaration, supported by article 56 of Law 24/2013, of December 26, on the Electricity Sector, and article 149 of Royal Decree 1955/2000, of December 1, implies the necessity of occupying the assets and entails urgent occupation for the purposes of article 52 of the Forced Expropriation Law, of December 16, 1954. Consequently, the requesting company, I-DE Redes Eléctricas Inteligentes S.A.U., acquires the status of beneficiary entity of the case.

The objective is the construction of a new transformation center to replace the current transformation center of Puebla de Beleña, in the province of Guadalajara.

Call: December 10 at the Town Hall

The drawing up of records prior to occupation will take place on Thursday, December 10, 2026, at the Puebla de Beleña Town Hall, starting at 10:00 AM, as a meeting point for the owners and holders of affected assets and rights.

The order of appearance is listed on the Town Hall’s notice board and will be communicated to each interested party via an individual notification slip. Publication in the gazette also serves as notification in accordance with article 44 of Law 39/2015, of October 1, on the Common Administrative Procedure, for cases of unknown ownership, unknown address, or notification not carried out.

Attendees must provide:

  • National identity document.
  • Deed of incorporation and power of attorney, in the case of legal entities.
  • Documents proving ownership of the plots.
  • An account number where the compensation can be paid, if an agreement is reached on its determination.

They may be accompanied, at their own expense, by an expert and/or notary, and the tenant, if any, must be present.

Six appointments and five holders

The annex of the resolution individualizes the list of summoned parties, indicating the time, owner, polygon number, and plot:

  • 10:00 — Cipriano Blas Cañeque, polygon 16, plot 10002 (property no. 3).
  • 10:15 — Cipriano Blas Cañeque, polygon 16, plot 2 (property no. 4).
  • 10:30 — Julián Merino Blas, polygon 16, plot 3 (property no. 5).
  • 10:45 — Owner “under investigation”, polygon 14, plot 3109 (property no. 6).
  • 10:45 — Juan José Ramiro Blas, polygon 14, plot 2 (property no. 7).
  • 10:45 — Pedro Español Ranz, polygon 14, plot 2 (property no. 7).

Impact for those affected

The summons opens the urgent expropriation process for the owners of the plots in Puebla de Beleña affected by the new transformation center, who must prove their ownership and appear on December 10 to establish the preliminary record and, if applicable, the agreement on compensation. Since it is an electrical distribution installation declared of public utility, the beneficiary entity, I-DE Redes Eléctricas Inteligentes S.A.U., may occupy the land once the procedures of Article 52 of the Compulsory Expropriation Law have been completed.
