Guadalajara announces grants of up to 400 euros for the payment of the IBI (Property Tax)

The Guadalajara City Council has published the call for municipal public grants for the payment of expenses related to the primary residence of individuals and families in the municipality, intended to offset the Property Tax (IBI) for the 2026 fiscal year. The measure, signed by the delegated councilwoman for Family and Social Services, Eva María Henche Pérez, is published in the Official Gazette of the Province of Guadalajara number 161, dated August 24, 2026, and the application period is open until September 30, 2026.

The call, identified in the National Grants Database with the code BDNS 921387, is processed under a competitive bidding regime and aims to encourage permanence in the primary residence, alleviate the economic burden of the tax, and address situations of economic vulnerability or risk of social exclusion. It is published in accordance with articles 17.3.b and 20.8.a of the General Grants Law 38/2003, of November 17.

Beneficiary Requirements

Natural persons who, as of the application deadline, meet the requirements established in the guidelines may be beneficiaries. Among them, the following stand out:

• Being the holder of the ownership right or another real right that determines the status of the IBI taxpayer and being up to date with the State Treasury, the Municipal Treasury, and the General Social Security Treasury.
• Proving a minimum of twelve months of registration (empadronamiento) and effective residence in the municipality.
• Not owning other urban real estate properties other than the primary residence, except for linked garages and storage rooms.
• Having paid the IBI within the voluntary payment period or before the end of the application deadline.
• That the family unit’s income does not exceed 200% of the IPREM in effect for 2026, increased by 20% for each dependent minor or member with a disability equal to or greater than 33%.
• That the combined balance of bank accounts and deposits, as of December 31, 2025, does not exceed 12,000 euros.

Amount of the Grant

The amount of each grant is determined by the score obtained according to the valuation criteria, once the economic value per point is applied, and is limited to the lesser of two amounts: the amount actually paid as IBI for the primary residence or the maximum amount of 400 euros. In no case will late payment interest, surcharges, tax penalties, or other concepts other than the paid quota be eligible for subsidies.

Large families may access these grants even if they enjoy tax ordinance bonuses, provided that the combined amount does not exceed 100% of the full quota or the maximum planned amount. Special cases of widowhood, separation or divorce, and single-parent families with dependent minor children are also considered.

How and where to submit the application

Applications shall be formalized according to the standardized model approved by the Guadalajara City Council and may be submitted by electronic means through its electronic office or, for natural persons not obliged to interact electronically, at the locations provided for in Article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure. Persons obliged to interact electronically must submit it exclusively by electronic means.

The submission period begins the day following the publication of the summary in the bulletin and ends on September 30, 2026, inclusive. The submission of the application implies full acceptance of the regulatory bases, without prejudice to the rights of allegation, correction, and appeal.

This call represents direct support for the families with the fewest resources in the capital, who see the burden of one of the most onerous municipal housing taxes relieved. With a cap of 400 euros and criteria oriented toward economic vulnerability, the measure seeks to prevent the payment of the IBI (Property Tax) from compromising the ability of the most exposed groups to remain in their habitual residence.
