Guadalajara abre la convocatoria de cooperación al desarrollo con 148.459 euros

The Guadalajara City Council has opened the public call for grants for development cooperation projects for 2026, endowed with 126,190.15 euros, to which are added 14,845.90 euros reserved for emergency aid and humanitarian action and 7,422.95 euros for awareness-raising and education for development. The summary is published in the Official Gazette of the Province of Guadalajara number 200, dated October 20, 2026, with the reference BDNS 935581 and a submission deadline of only 15 calendar days.

Three calls and a single global endowment

The three lines are financed from the same fund: 148,459.00 expandable euros, allocated in budget application 231.7.490.00 of the 2026 municipal budget and detailed in sheet number 72 of the Strategic Grant Plan 2026-2028. The distribution is as follows:

  • 126,190.15 euros for development cooperation projects (BDNS 935581).
  • 14,845.90 euros for emergency aid and humanitarian action, with a reserve of at least 10% of the budget endowment (BDNS 935629).
  • 7,422.95 euros for awareness-raising and education for development in the city of Guadalajara (BDNS 935631).

The three summaries bear the signature of the delegated councilor for Citizen Participation and Development Cooperation, Roberto Narro Ortiz, and are dated in Guadalajara on October 15, 2026. The processing is carried out under a competitive bidding regime, in accordance with article 22.1 of the General Grants Law 38/2003, of November 17.

Who can apply and with how many projects

Legally constituted non-governmental development organizations and non-profit entities that meet the requirements of the guidelines may apply for the grants. Among them:

  • Legal personality and capacity to act in Spain, without profit motives or dependence on for-profit entities.
  • Minimum seniority of two years prior to the publication of the call and registration in the corresponding public registry.
  • Headquarters or permanent operational delegation in the province of Guadalajara, with direct responsibility for the application and a bank account within the provincial area, except for ethical or solidarity banking.
  • Statutes that include goals of solidarity and cooperation, sufficient structure, and an activity report from the previous year.
  • Being up to date with tax obligations, Social Security, and the City Council itself.

In cooperation and awareness-raising, each NGO may submit only one project, and the submission of two or more will result in exclusion. In emergency and humanitarian action, the limit is increased to two projects per entity.

Geographical priorities and sectors of action

The call for cooperation prioritizes entities domiciled in Guadalajara city or province that can prove an active presence in the municipality through awareness-raising activities, with at least one annual project in the previous two years. Subsequently, the geographical scope and multidisciplinary action are assessed. The Spanish Cooperation Master Plan 2024-2027 establishes 35 priority partner countries:

  • Latin America and the Caribbean: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua, Dominican Republic, Panama, Paraguay, Peru, Uruguay, and Venezuela.
  • Sub-Saharan Africa: Cape Verde, Senegal, Niger, Mali, Ethiopia, Equatorial Guinea, and Mozambique.
  • North Africa and the Near East: Morocco, Mauritania, Sahrawi refugee population, Tunisia, Egypt, Jordan, Palestine, and Lebanon.
  • Asia: Philippines.

Emergency aid is directed toward actions in the Horn of Africa, Central America, Ukraine, the Near East, and other areas facing catastrophes or food crises, with the aim of ensuring the survival of those affected through shelter, drinking water, food, and healthcare, psychological, and socio-educational care.

Regulatory framework and deadlines

The guidelines refer to Law 1/2023, of February 20, on Cooperation for Sustainable Development and Global Solidarity; Royal Decree 887/2006; Royal Decree 188/2025, of March 11, on subsidies in the field of cooperation; and Royal Decree 708/2024, on the Statute of cooperation workers. At the municipal level, the Regulations of the Municipal Council for Development Cooperation, approved by the Plenary on March 27, 2009, and the General Ordinance on Public Subsidies, of January 18, 2016, are applied.

The deadline is 15 calendar days from the day following the publication of the summary in the BOP, meaning until early November. The full text can be consulted in the National Subsidies Database and on the municipal website.

The call arrives with a tight schedule: fifteen calendar days to gather the activity report, financial balance, tax certifications, and the complete project. For small entities in the province, this margin and the requirement for an operational delegation with a bank account in Guadalajara are the conditions that will determine how many projects finally reach the evaluation table.
