Guadalajara opens the Head of Urban Planning Legal Services to free appointment

The Guadalajara City Council has opened the position of Head of the Urban Planning Legal Service, vacant in its civil service staff, for free appointment with inter-administrative mobility. The regulatory bases are published in the Official Gazette of the Province of Guadalajara number 188, dated October 2, 2026, and were approved by Decree of September 29, 2026. The deadline for submitting applications is fifteen business days starting from the day following the publication of the call summary in the Official State Gazette.

The call is processed for the permanent filling of a position within the General Administration Scale, Technical Subscale, Superior Category, Subgroup A1, and responds to the need to fill a vacancy listed in the current municipal Job Position List. The file is supported by Article 70 of Law 4/2011 on Public Employment of Castilla-La Mancha, and Article 45 A), point 2, of the Economic and Social Agreement between the Corporation and the Civil Service Personnel of the Guadalajara City Council (2021-2024). The resolution concludes the administrative process and bears the signature of the Delegated Councilor for Human Resources, Isabel Nogueroles Viñes, dated September 30, 2026.

A level 28 position with 28,156.10 euros in specific supplements

Annex I of the bases details the characteristics of the announced position, identified with file FN.A1.063 and code 1.1.252.1:

• Group: A1, level 28.
• Scale: General Administration, with a superior university degree or equivalent.
• Subscale: Technical; superior category.
• Specialization: specific training in urban planning matters.
• Specific supplement: 28,156.10 euros in fourteen payments.

The assigned responsibilities consist of directing and coordinating the legal and administrative tasks of the department, organizing and controlling the urban planning disciplinary work carried out in the Urban Planning Area, and coordinating administrative procedures regarding urban planning, with monitoring and control of files related to planning, management, and urban execution.

Fifteen business days and mandatory electronic application

Career civil servants of the Guadalajara City Council and those from other public administrations who meet the requirements of Annex I may participate, regardless of their administrative status except for suspension of duties, provided that their Body, Scale, or Specialty are considered equivalent to those of the position.

Applications must be submitted exclusively and mandatorily through the portal https://guadalajara.convoca.online/, completing the standardized form, in application of the first additional provision of Royal Decree 203/2021, of March 30. The required documentation includes:

• Photocopy of the National Identity Document or valid passport.
• Certificate from the certifying body for officials from other administrations, referring to the Body or Scale, Group or Subgroup, administration of origin, and administrative status.
• Photocopy of the degree of Licenciado, Engineer, Architect, or Bachelor’s degree, in accordance with Royal Legislative Decree 5/2015, of October 30.
• Curriculum vitae including degrees, years of service, positions held, courses, and other merits.

The Guadalajara City Council will assist those who request it in the use of electronic means, through an authorized official, by appointment at the Information and Registry Offices or by telephone at 949887070.

Interviews, two months for appointment, and non-waivable destination

The appointment must be made within a maximum period of two months from the end of the application period, extendable for up to one more month, and will be published on the Corporation’s notice board, either to award the position or to declare it vacant. The designation will require a prior report from the competent body of the service or unit to which the position is assigned, and the Human Resources Service will send its head a descriptive report on the merits and capabilities of the candidates.

To assess competencies and profile compliance, interviews will be held with the applicants who, in the opinion of the competent body, present the most suitable professional profile. The awarded destination shall be non-waivable, and the period for taking office shall be three days if located in the same town, or one month if it involves a change of residence or reentry into active service. Officials assigned by free designation may be removed at the discretion of the administration. An optional appeal for reversal may be filed against the resolution within one month, or a contentious-administrative appeal within two months, in accordance with Law 39/2015, of October 1, and Law 29/1998, of July 13.

Filling this leadership position is relevant because it places a technician from subgroup A1 with specific training in the subject at the head of municipal urban planning discipline and advisory, in an area that concentrates the processing of licenses, planning files, and urban legality protection actions. Furthermore, the call is open to officials from other administrations, which expands the margin for the Guadalajara City Council to select the most suitable profile.
