Por FactBox Admin

The Provincial Council of Palencia has resolved to grant the adhesion of the town councils of Grijota and Bárcena de Campos to the “Deratization and disinsectization program in the municipalities of the province of Palencia, 2027”, endowed with 52,000 euros. The decision, published in the Official Gazette of the Province of Palencia number 105, dated September 3, 2026, corrects the error by which both municipalities, which had submitted their application in a timely and proper manner, had not been attended to.

The program was announced through the “Call for adhesions to the Deratization and disinsectization program of the municipalities of Palencia” for the year 2027 (BDNS: 906572), published in the BOP on May 22, 2026, with an initial amount of 52,000 euros charged to budget item 38.31101.22709/03D of the 2027 budget. The correction proposal was formulated by the Information Commission for Agricultural Development, Environment and Civil Protection, meeting in an ordinary session on August 18, 2026, by virtue of the competence assigned in Base 13 of the call.

An administrative correction

The resolution, issued by the Rural Development and Environment Service of the Council, resolves the detected error of the non-inclusion of two municipalities that had submitted their application in a timely and proper manner and had not been attended to. Consequently, the adhesion of both town councils to the call for requests for the inclusion of actions in the program is granted, with an assigned budget of 52,000 euros.

The grant is supported by articles 23, 24, 25, and 26 of the General Subsidies Law 38/2003, of November 21, as well as articles 16, 17, and 18 of the General Subsidies Ordinance of the Provincial Council of Palencia and the Budget Execution Bases.

The municipalities and their contributions

The resolution approves the list and the granting of aid to the two town councils, with the contribution that each of them must make:

  • Bárcena de Campos Town Council (file DIP/2026/7114, NIF P3402500G): contribution of 213 euros, for a population of 53 inhabitants.
  • Grijota Town Council (file DIP/2026/9646, NIF P3402500G): contribution of 612 euros, for a population of 2,839 inhabitants.

Obligations and appeals

The beneficiary entities are obliged to comply with the obligations established in the bases governing the call and in the General Subsidies Ordinance. The resolution, which ends the administrative route, is published in the BOP, which is understood as notification to the interested parties in accordance with article 45.1.b) of the Law 39/2015, of October 1, on the Common Administrative Procedure.

Against the resolution, the following may be filed, alternatively:

  • Optional appeal for reversal (recurso de reposición), within one month from the day following its publication, before the President of the Provincial Council of Palencia.
  • Contentious-administrative appeal, within two months, before the Contentious-Administrative Section of the Court of First Instance of Palencia.

The resolution was signed in Palencia on August 28, 2026, by the General Secretary, Virginia Losa Muñiz. With this correction, the Provincial Council ensures that the municipalities that met the call deadlines are not excluded from a key program for pest control and public health in the province, reinforcing the coverage of deratization and disinsectization throughout the Palentine territory.
