Greenalia abandona os parques eólicos Mistral e Nordés nas provincias de Lugo e A Coruña

The General Directorate of Energy Policy and Mines has archived the files for the Mistral and Nordés wind farms, promoted by Greenalia companies in the provinces of Lugo and A Coruña, after accepting the withdrawal formulated by the company. Both resolutions were signed in Madrid on September 25, 2026, and are published in the Official Gazette of the Province of Lugo no. 246, of October 27, 2026, with references R. 2908 (file PEol-338) and R. 2909 (file PEol-334).

The deciding body depends on the Secretary of State for Energy of the Ministry for the Ecological Transition and the Demographic Challenge. The resolution was based on article 53 of Law 24/2013, of December 26, of the Electricity Sector, and on Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical installations. In total, the two abandoned wind farms totaled 173.6 MW of installed capacity.

The processing had begun in 2020 and had been accumulated into a single procedure, PEol-334 AC, agreed upon on November 27, 2020. On February 18, 2026, the General Directorate agreed to the de-accumulation to resolve each file separately.

Two projects, two companies

  • Mistral: promoted by Greenalia Wind Power Mistral, S.L.U., with 106.4 MW of installed capacity and evacuation infrastructure in the province of Lugo; file PEol-338.
  • Nordés: promoted by Greenalia Wind Power Nordés, S.L.U., with 67.2 MW of installed capacity and evacuation installations in the provinces of Lugo and A Coruña; file PEol-334.
  • Mistral was requested on August 26, 2020, and Nordés on September 2, 2020, with the correction of both requests on November 16 of that year.
  • Both were admitted for processing on November 27, 2020, along with the declaration of public utility and the environmental impact assessment.

On May 31, 2021, the promoter had already withdrawn the request for the declaration of public utility. Subsequently, on March 31, 2022, it requested the suspension of the projects to introduce a new evacuation solution at the MESÓN 400 kV substation, owned by Red Eléctrica de España, S.A.U., awaiting the capacity tender for that node.

The connection point, origin of the abandonment

The initial roadmap went through the MEIRAMA 220 kV substation. The promoter renounced that access permit on July 8, 2020, a renunciation accepted by the system operator on August 21, 2020. Later, it tried the ABEGONDO 220 kV node and, faced with the impossibility of obtaining it, reoriented the project towards MESÓN 400 kV.

The withdrawal filings entered the electronic registry of the General Directorate in two batches: March 13 and September 2, 2025 in the case of Nordés, and March 25 and September 2, 2025 in the case of Mistral. The company justified the waiver based on the subsequent impossibility of continuing the processing, as it will not request access and connection permits, and without that permit, it is not legally possible to grant the prior administrative authorization according to article 53.1.a) of Law 24/2013.

On February 27, 2026, the hearing process regarding the proposed resolution was notified. After fifteen business days, the promoter did not submit a response in either of the two files.

Guarantees of 5.82 million and administrative appeal

The company requested the return of the deposited guarantees, under article 23 of Royal Decree 1183/2020, which sets a bond of 40 euros per installed kilowatt. These are two surety bonds with number 150000318, issued by S.C. ONIX ASIGURARI, S.A.:

  • First guarantee, dated December 10, 2019, registry 2019-00015-O000231-0, for 2,912,000 euros.
  • Second guarantee, dated November 5, 2020, registry O00002070e2100058150, for 2,912,000 euros.

In total, 5,824,000 euros. Against the resolutions, which do not end the administrative route, an administrative appeal (recurso de alzada) may be filed before the holder of the Secretary of State for Energy within a period of one month from the day following the notification or publication.

The archiving of these two files confirms the growing weight of grid access limits in large Galician wind projects. For the municipalities of the affected Lugo and A Coruña regions, it means the end of an expectation of industrial implementation, while for Greenalia it implies giving up 173.6 MW that had already been processed for more than five years.
