Graus reclassifies two plots in Torres del Obispo as urban land

The Plenary of the Graus City Council has initially approved, by agreement dated August 26, 2026, isolated modification no. 34 of the municipality’s General Urban Development Plan (PGOU), which reclassifies two plots in the nucleus of Torres del Obispo. The announcement is published in the Official Gazette of the Province of Huesca, number 173, Thursday, September 10, 2026, with official reference BOPH-2026-173015.

The process is now open for public consultation for a period of one month, starting from the day following the publication of the announcement, so that interested parties may submit allegations, suggestions, or claims. During this period, the file may be examined at the municipal offices and on the City Council’s electronic headquarters (https://graus.sedipualba.es).

Land Reclassification in Torres del Obispo

The modification affects two plots in the nucleus of Torres del Obispo, which the current PGOU classifies as non-delimited developable land. With the new planning, both will be integrated into the consolidated urban land of the nucleus, altering the urban planning regime applicable to these lands.

• Plot 204 of polygon 1.
• Plot 336 of polygon 1.

Suspension of Licenses for One Year

As this implies a change in the current urban planning regime, licenses for subdivision, construction, and demolition in the affected areas are suspended. The suspension will last for one year and, in any case, will expire upon the final approval of the modification.

Processing and Participation

The file has been processed by the competent services of the City Council and is now submitted for public consultation, so that any person who considers themselves interested may appear and formulate the allegations they deem appropriate. The announcement is signed by the mayor-president, José Antonio Lagüéns Martín, dated September 9, 2026.

The reclassification of these plots to consolidated urban land opens the door to a more direct urban development of the Torres del Obispo nucleus, while conditioning building activity in the area for the coming year. Affected owners and interested neighbors have one month to participate in the process and voice their observations before final approval.
