The city council activates aid to prevent evictions and alleviate housing exclusion

The Granadilla de Abona City Council has opened the call for the granting of housing social emergency aid in the municipality, fiscal year 2026, which was published this Monday, August 17, in the Official Bulletin of the Province of Santa Cruz de Tenerife (BOP) number 98, with document reference 1706333 and notice 3532, in the Announcements section of the Granadilla de Abona City Council (p. 23458). The initiative is funded by the Cabildo Insular de Tenerife and is aimed at individuals and families experiencing situations of housing vulnerability.

These are direct financial aid grants, awarded through the direct award procedure, which are materialized through assignment of the right to payment in favor of the service provider or the landlord. The objective is to promote actions aimed at preventing eviction proceedings from the habitual residence or, once they have occurred, addressing situations of housing social emergency.

Requirements for beneficiaries

The aid is aimed at individuals who, according to the assessment of the municipal Social Services of Granadilla de Abona, are in a situation of social exclusion or at risk of experiencing it. Likewise, they must be affected by any of the situations included in the ETHOS Scale (European Typology on Homelessness and Housing Exclusion), which acts as a complementary instrument to the intervention of social services.

Specifically, the following individuals may qualify for this aid:

  • Those at risk of eviction from their habitual residence.
  • Those who have already suffered an eviction and need support to address the housing emergency.
  • Those who meet the social exclusion criteria or risk established in the ETHOS Scale.

Regulatory framework and funding

The call is governed by the Regulatory Ordinance of the Procedure for the Management and Granting of Social Emergency Aid and other social financial benefits of the Granadilla de Abona City Council, published in BOPSC number 120, of October 4, 2024. Additionally, the specific regulatory bases of the call for “Housing social emergency subsidies for the municipalities of Tenerife (2026)” apply, approved by agreement of the Insular Government Council of the Cabildo de Tenerife at its ordinary session of February 18, 2026 (published in BOPSC number 25, of February 27, 2026).

On a supplementary basis, the General Subsidies Ordinance of the Granadilla de Abona City Council, the Budget Implementation Bases of the municipal budget and, ultimately, the provisions of Law 38/2003, of November 17, General Subsidies Law and its implementing regulations apply.

Deadlines and processing

Applications may be submitted from September 1, 2026, to August 31, 2027. If the last day of the deadline falls on a non-business day, it shall be understood to be extended to the next business day.

The aid will be processed in order of entry into the registry, provided that available credit exists, and will be resolved following a technical assessment of the situation of need by the municipal Social Services. Payment will be made by direct endorsement to the service or lease provider, which guarantees that the funds are used entirely for the payment of housing or basic services linked to the emergency.

An instrument for families at risk

This call represents a rapid response mechanism for the most urgent situations of housing precariousness in the southern municipality of Tenerife. Collaboration between the Granadilla de Abona City Council and the Cabildo Insular de Tenerife makes it possible to channel resources toward the families who need them most, preventing the loss of housing from escalating into social exclusion.
