Granada creates the position of deputy treasurer and suppresses the tax body

The Local Government Board of the Granada City Council, in an ordinary session on July 31, 2026, approved the modification of the Staffing Table (RPT) creating the position of Deputy Treasurer and suppressing that of Head of the Tax Management Body, both effective as of October 1, 2026. The agreement, processed under Human Resources file 2026/23621S, is published in the Official Gazette of the Province of Granada number 164, dated August 26, 2026, with reference BOP-GRA-2026-164011.
The decision culminates a process initiated in the Plenary session of May 29, 2026 (published in BOP 132, dated July 13), which had already agreed upon the suppression of the Tax Management Body (OGT) and the creation of the deputy treasurer position. The new structure reorganizes the municipal economic and collection management, returning the reserved collection functions to the Treasury that had been assigned to the suppressed body since 2009.
A position reserved for nationally qualified officials
The new Deputy Treasurer position is configured as a collaboration post within the Audit-Treasury sub-scale, with the following characteristics:
- Title: Deputy Treasurer, code 011001.
- Nature: reserved for officials with national qualification.
- Scale: National Qualification, subgroup A1, level CD 30.
- Provision method: ordinary competition.
- Participants: officials with national qualification from the Audit-Treasury sub-scale (art. 14.1 and 2 of RD 128/2018, of March 16).
Their functions will be of immediate collaboration and assistance to the Treasury, performing the reserved functions that, with the prior authorization of the Mayor, are assigned to them by the head of the Treasury, as well as acting as a substitute in cases of vacancy, absence, illness, or abstention (arts. 15.2 and 15.3 of RD 128/2018).
Suppression of the Tax Management Body
The agreement amortizes the position of Head of the Tax Management Body, created by the agreement of the Local Government Board on March 20, 2009, coinciding with the retirement of its current occupant. The reserved collection functions (art. 5.2 of RD 128/2018) return to the Treasury, including:
- The leadership of the revenue management and collection services.
- The promotion and direction of management and collection procedures.
- The authorization of the specifications for the charging of securities and the delivery of securities to collaborating entities.
- Issuing the enforcement order and authorizing the auction of seized assets.
- The processing of liability files in collection management.
The non-reserved functions of tax management and inspection and the tax sanctioning procedure are transferred to the Local Government Board, in accordance with art. 127.1.g) of Law 7/1985.
Financing and processing
The modification does not entail an increase in expenditure, as the new position is financed by the amortization of the position of the head of the tax management body. The proposal was audited by the municipal comptroller on July 28, 2026 (reference 2026/621) with a result of conformity, and the file will be sent to the General Secretariat of Local Administration of the Ministry of Justice, Local Administration and Public Service of the Junta de Andalucía for the classification of the new position. The agreement, signed by the deputy mayor delegated for Human Resources, Vito Rafael Episcopo Solis, is final in administrative proceedings.
The reorganization strengthens the municipal Treasury as the core of collection, with the objective of improving the management of income and treasury availability for the maintenance of public services, in a structural change that directly affects the economic management of the City Council of Granada.
