The City Council of Granátula de Calatrava has made public the appointments of its two Deputy Mayorships, as recorded in Mayoral Decree 2026/138, dated June 27, 2026. The designation is formalized in the announcement published in the Official Gazette of the Province of Ciudad Real number 178, corresponding to Wednesday, September 16, 2026, within the local administration section, under announcement number 2940 and file GRANATULA2026/827.

The publication is carried out in compliance with article 44.2 of Royal Decree 2568/1986, of November 28, which approves the Regulations on the Organization, Operation, and Legal Regime of Local Entities (ROF). The decree bears the signature of the mayor, Yolanda de la Cruz Gómez, and was issued in Granátula de Calatrava on June 29, 2026, three days after the appointment resolution.

The two designated deputies

The decree appoints the following councilors as holders of the Deputy Mayorships:

  • 1st Deputy Mayor: Mr. Félix Herrera Carneros.
  • 2nd Deputy Mayor: Mr. Sergio Sánchez Vállez.

The order of appointment is not a minor detail: the decree itself establishes that the substitution of the Mayor’s office is exercised precisely in that order, such that Félix Herrera Carneros is the first called to assume the functions and Sergio Sánchez Vállez the second.

Substitution functions of the Mayor’s office

The second point of the resolution invokes article 23.3 of the Law Regulating the Bases of Local Regime and article 47.1 of the ROF to specify the scope of the position. The appointed deputies must substitute for the Mayor in all of their functions, in the order of their appointment, in cases of vacancy, absence, or illness as legally provided, and always subject to express delegation.

The decree also orders the notification of the resolution to the designated persons so that they may, if applicable, provide acceptance of such positions, and to report the agreement to the Plenary in the first session to be held.

Effectiveness, publicity, and means of appeal

The appointments are effective from the day following the date of the resolution, that is, from June 28, 2026. In addition to the Official Gazette of the Province of Ciudad Real, the announcement is published on the municipal notice board.

Against the resolution, which ends the administrative route, the following may be filed:

  • An optional appeal for reversal before the Mr. Mayor-President of the City Council, within one month from the day following the publication of the announcement, in accordance with articles 123 and 124 of Law 39/2015, of October 1.
  • A contentious-administrative appeal before the Contentious-Administrative Court of Ciudad Real, within two months, according to article 46 of Law 29/1998, of July 13.

If the appeal for reversal is chosen, the contentious-administrative appeal may not be filed until the former has been expressly resolved or has been dismissed by silence.

The appointment of the deputy mayors completes the government structure of the City Council of Granátula de Calatrava and establishes who assumes the Mayoralty in case of vacancy, absence, or illness, a guarantee of continuity in the municipal administration that is now formalized and published for general knowledge.
