Government extends the competition for the affordable housing architect in El Pradet

The Government of Andorra has modified the specifications of the competition to select the architecture professional to draft the project and manage the construction of an affordable housing building on Pradet Street, in the parish of La Massana, and has extended the deadline for the submission of bids. The Government’s agreement is dated October 21, 2026, and was made public in BOPA no. 120, dated October 22, 2026, in the Competitions and Auctions section, in an edict signed by the Head of Government, Xavier Espot Zamora. With the extension, bids may be submitted until 5:00 PM on November 19, 2026.

The file is managed by the Ministry of Territory and Urbanism, through the Public Building Area, which is also the point of complementary information for bidders. The project subject to the competition is the selection of an architecture professional for the drafting of the project and the direction of the construction work of an affordable housing building on a plot located on Pradet Street, in La Massana.

The affected specifications are 2347, which can be downloaded free of charge from the website of the Public Sector Procurement Platform (contractacio.govern.ad/SLE_Internet). According to the contract characteristics detailed in the same edict, it is a national competition, with an open procedure and ordinary processing modality.

New deadlines and opening of bids

The modification of the specifications and the extension of the bid submission deadline are the sole object of the edict, which establishes the following calendar:

• Submission of bids: via the Public Sector Procurement Platform, at the link indicated in the specifications, until 5:00 PM on November 19, 2026.
• Opening of envelope A: November 25, 2026, at 9:30 AM.
• Opening modality: electronic, through the Public Sector Procurement Platform.
• Notification of the link: the contracting authority will communicate it to the persons who have submitted a bid.
• Attendance as public: interested persons must request this in advance from the contracting authority.

The published text does not specify the material scope of the changes introduced to the specifications; the updated regulatory document is the one that can be consulted on the procurement platform.

Appeals regime and official publication

An administrative appeal against the specifications may be filed before the Government within one month from the date of notification of the act subject to the appeal. This possibility is recognized in accordance with Article 129 of Law 14/2023, of July 3, the consolidated text of the Administration Code.

The edict adds that, in accordance with articles 52 and 135 of the same consolidated text, the filing of the appeal does not suspend the execution of the contested act. The publication is made, as required, for general knowledge, dated Andorra la Vella, October 21, 2026.

A preliminary step to build public housing in La Massana

The tender does not award the construction work, but rather the technical work that makes it possible: the drafting of the project and the technical management of the construction. It is, therefore, the first administrative piece of an affordable housing building that the Government is promoting on land in the parish of La Massana, and the set schedule determines when the material execution of the property can subsequently be tendered.

The extension of the deadline gives architecture firms more leeway to prepare their proposals and to consult the modified specifications, a relevant factor in a national tender of this type, where technical documentation is decisive. The opening of envelope A on November 25 will allow it to be known how many candidacies have been submitted.
