Government sets the minimum price of a Davidoff humidor at 24,400 euros

The Government has approved Decree 430/2026, of October 28, 2026, which approves the minimum retail price of tobacco products. The provision is published in the Official Bulletin of the Principality of Andorra, no. 125, of November 4, 2026, within section 03. Government / Other provisions. According to the final provision, the decree enters into force the day after publication, that is, November 5, 2026.

The text is based on the Government Law of 12-15-2000 and Law 16/2019, of February 15, on the regulation of the establishment of minimum selling prices for tobacco products. It also invokes the Decree of 5-14-2019, which approves the Internal Operating Regulations of the Consultative Commission for the Establishment of Minimum Selling Prices of Tobacco Products, and the prior report of this same body. The proposal corresponds to the Minister of Tourism and Trade and the approval took place in the Government session of October 28, 2026.

A single product and a single category

The articles of the decree are limited to a single article, which exclusively affects category 240210 of the general nomenclature, corresponding to cigars and cigarillos made from tobacco. The published table contains a single reference:

The text does not include any other article or modifications for the categories of cigarettes (240220) or other tobacco for smoking (240319), which had been updated in previous decrees.

A weekly sequence of decrees

Decree 430/2026 adds to a series of successive approvals of the same object, all with the same procedure and the same consultative body:

This weekly cadence responds to the continuous updating of the product list and their minimum prices. In the case of Decree 401/2026, for example, the regulation covered categories 240220 and 240319 and set a price of 5.325 euros for the pack of 30 units of Ducados Rubio Extra, while Decree 418/2026 already incorporated price modifications in category 240210.

Procedure and scope of the regulation

The decision is made upon the proposal of the Minister of Tourism and Trade and with the prior report of the Consultative Commission, a body created by the Decree of 5-14-2019 and composed of representatives from the affected sectors. The text appears signed in Andorra la Vella on October 28, 2026, by Xavier Espot Zamora, Head of Government.

The minimum price set is not a mandatory selling price, but rather the threshold below which the product cannot be marketed in the country. Therefore, the operator may sell above this amount, but not below it.

The deployment of this type of decree has direct effects in three areas: specialized retail trade, which must adjust labeling and signage; shopping tourism, which is sensitive to price differences with neighboring territories; and the final consumer, who finds the official reference of the applicable price in the bulletin. In this case, the scope is very limited—a single product from a single brand—but the publication keeps in force the tobacco price control framework that the Principality has applied continuously since the approval of Law 16/2019.
