Goicoechea abre consulta para concurso de soda del estadio municipal

The Municipality of Goicoechea submits for non-binding public consultation the reform of the Regulations for the Administration and Use of the José Joaquín Colleya Fonseca Municipal Stadium, which establishes that the administration of the venue’s snack bar service will be awarded through a public tender. The decision was approved by the Municipal Council in Ordinary Session No. 32-2026, held on August 10, 2026, and is published in La Gaceta No. 174 on Wednesday, September 16, 2026 (official reference IN202601118760).

The project modifies Article 11 of the stadium regulations and was promoted based on Opinion No. 102026 of the Special Commission for the Study and Creation of Regulations. Pursuant to Article 43 of the Municipal Code, interested parties may submit written observations to the Municipal Secretariat within a minimum period of ten business days from its publication.

Public Tender and Free Competition

The new wording of the article provides that the stadium will have a snack bar service whose administration will be awarded through a public tender by the Cantonal Sports and Recreation Committee, or by whomever the Municipal Council designates for such function. Both natural and legal persons may participate in the competition, guaranteeing transparency and free competition.

The maximum term of the award shall be two years, and the awardee must submit semi-annual reports to the Cantonal Sports and Recreation Committee, or to the body that the Municipal Council determines for the administration of the property.

Prohibition of Kinship

The reform incorporates a transparency clause that prevents the awarding of the asset to persons who have kinship by consanguinity or affinity up to the third degree inclusive with those holding elected positions within the Municipality of Goicoechea. The prohibition applies to:

  • Members of the Municipal Council
  • District Councils
  • Mayor’s Office and Vice-Mayors’ Offices
  • Members of the Board of Directors of the Cantonal Sports and Recreation Committee
  • Members of the entity that receives the administration of the property

According to the published text, this restriction seeks to ensure impartiality, avoid conflicts of interest, and protect the correct management of municipal assets.

Deadline for Observations

Interested persons may submit their observations in writing to the Municipal Secretariat within ten business days from the publication of the project. The notice was signed by Licda. Yoselyn Mora Calderón, of the Municipal Secretariat, and is published once in the Official Gazette.

The non-binding public consultation allows residents and potential bidders to become acquainted with the rules of the future tender before its final approval, in a process that seeks to provide greater transparency and competition to the management of services within the municipal stadium.
