The Gogora Institute will allocate 80,000 euros to democratic memory documentaries

The Gogora Institute has approved a grant call of 80,000 euros for the creation of documentaries regarding democratic memory. The call was approved by the institute’s director, Alberto Alonso Martin, through the Resolution of September 9, 2026, and was published in issue number 178 of the BOPV official gazette on September 17, 2026, with official reference 2026/3923. The grants will be directed toward cinema, television, and multimedia platform documentaries that address democratic memory from the Civil War to the present day.

The call is situated within the duties assigned to Gogora by Law 4/2014, and is included in the institute’s 2025-2028 Strategic Plan; the plan was updated via the Resolution of March 6, 2026. The institute’s statutes, approved by Decree 204/2015, grant the directorate the power to regulate, call, and award the grants.

The grants are of a de minimis nature, according to Regulation (EC) No. 2023/2831. Consequently, the total aid granted to any natural or legal person over any three-year period may not exceed the limit of 300,000 euros.

Amounts and modalities

The credit for the call is 80,000 euros, and will be financed from the budget line of the 2026 general budgets of the Autonomous Community of the Basque Country. There are two modalities:

• Short films: Documentaries up to 60 minutes, up to 10,000 euros per project.
• Feature films: Documentaries longer than 60 minutes, up to 20,000 euros per project.

Only one project per beneficiary will be subsidized, and therefore, they will receive a maximum of 10,000 euros in the short film modality and 20,000 euros in the feature film modality. The grants are compatible with other grants having similar purposes, provided that overfunding does not occur; however, they are not compatible with the call issued by Gogora for projects to recover historical memory.

Deadlines and conditions

The period for submitting applications is one month, starting from the day after the resolution is published in the BOPV, that is, from September 18 to October 18. Projects must be in the editing or final post-production phase and, in any case, completed before December 31, 2026. Supporting documentation must be sent before January 15, 2027.

The resolution must be issued and notified within a period of six months, counting from the day after the call is published. Payment will be made in two installments: the first, 60% of the granted aid, after approval; the second, after the total cost of the project has been justified.

Target audience

Private legal persons, entities without legal personality, and natural persons may apply for the grants, provided they carry out the professional activity corresponding to the nature of the grant prior to the publication of the call. Applicants must be located within the geographical area of the Basque language:

• Autonomous Community of the Basque Country.
• Chartered Community of Navarre.

Applicants must be up to date with their tax and Social Security obligations, as well as with the obligations to return subsidies. Documents must be written in one or both of the two official languages of the Basque Country.

Evaluation and priority topics

The call will be resolved through a competitive procedure, and a maximum of 100 points will be awarded; the minimum score is 50 points. The evaluation criteria are as follows:

• Strategic potential and social interest of the project: up to 30 points.
• Technical and professional quality of the project: up to 30 points.
• Transversal policies, including the use of Basque and the gender perspective: up to 20 points.
• Capacity for dissemination and outreach: up to 20 points.

Higher scores will be awarded to projects concerning specific topics in Gogora’s activity plan: the program for searching for and identifying the disappeared of the Civil War, punishment detachments and labor battalions, members and officials of the first Basque Government, the Board for the Protection of Women (1941-1985), sexual and gender diversity during the Franco era, the Court of Public Order, far-right terrorist groups, the jurisdiction for the confiscation of assets, those deported to Nazi concentration camps, and victim testimonies.

Evaluation body

The qualifying tribunal will be composed of the following persons:

• Iñaki De Pablos Vaca, Head of Administration and Services at Gogora, president.
• Amaia Goenaga Sánchez, Historical Memory technician at Gogora, member.
• Alaitz Vives Urbieta, press technician at Gogora, member.
• M.ª Dolores Fiallegas García, archive, library, and documentation technician at Gogora, member.
• Nagore Otaola Moscoso, Legal Advisory technician at Gogora, secretary, with voice but without vote.

The call aims to promote audiovisual production in the field of democratic memory to honor and recover the victims of the Civil War, the Franco era, and ETA terrorism. Beneficiaries must display the Gogora logo on the project’s dissemination materials and must notify the institution of the number of screenings or viewers of the works for two years.
