Government ends peace dialogues with Comuneros del Sur and Medellín structures

The National Government has terminated the Peace Dialogue Table with the organized armed group operating outside the law calling itself the Comuneros del Sur Guerrilla Front and the Socio-Legal Conversation Space with the High-Impact Organized Crime Armed Structures of Medellín and the Metropolitan Area of the Aburrá Valley. The decision, adopted by the President of the Republic, Abelardo de la Espriella, was materialized in Executive Resolutions 365 to 371 of 2026, published in edition 53,614 of the Official Gazette on Thursday, September 3, 2026.

The resolutions revoke the appointments of representatives, managers, and peace spokespersons for both scenarios, and repeal the acts that had created them, within the framework of the Total Peace policy regulated by Law 418 of 1997, modified and extended by Law 2272 of 2022.

End of the Table with Comuneros del Sur

Executive Resolution 365 of 2026 terminates the Peace Dialogue Table with the Comuneros del Sur Guerrilla Front, established by Resolution 369 of September 13, 2024. The Government argues that, despite the construction of a Roadmap within the framework of the Instance for the Co-construction of Territorial Peace in Nariño (active since July 19, 2024), it was not possible to establish a legal and institutional line that would allow for the group’s submission to justice or its transition to legality.

Consequently, Executive Resolution 366 of 2026 revokes the recognition of the group’s representative members, and Executive Resolution 367 of 2026 withdraws the appointments as peace managers. Among the managers whose appointments are withdrawn are:

• Oliverio Orfilio Pal Rodríguez, Antonio José Ovallos Anteliz, and Segundo Andrés Obregón Obando.
• Royer Edgardo Garzón Alvarado, Jorge Wilfredo Rasero Marín, and Gabriel Yepes Mejía.
• Lorena Vanesa Sevillano Ortiz, Santo Eligio García Natascuas, and Jaime Eduardo Álvarez Riascos.
• Leidy Paola Tapia Benavides and Víctor Alfonso Rodríguez Canticuz.

Revocation of Government Representatives

Executive Resolution 368 of 2026 revokes the appointment of the national government representatives on the Dialogue Table with Comuneros del Sur, including Carlos Augusto Erazo Murcia, Ángela María Robledo Gómez, Andrei Giovani Gómez Suárez, Clemencia Carabalí Rodallega, Juan David Correa Ullola, and Pablo Francisco Pardo Velasco. The regulation repeals Resolutions 369 of 2024 and 472 of 2025.

Closure of the socio-legal space in Medellín

Executive Resolution 369 of 2026 terminates the Socio-Legal Conversation Space with the structures of Medellín and the Aburrá Valley, created by Resolution 138 of May 29, 2023, following the approaches initiated on April 27, 2023, in Itagüí. Executive Resolution 370 of 2026 removes the designations as peace spokespersons, and Executive Resolution 371 of 2026 revokes the Government representatives, including coordinator Isabel Cristina Zuleta López and Jorge Iván Mejía Martínez, Lucia Victoria González Duque, María Isela Quintero Valencia, Jorge Arturo Salgado Restrepo, Mirtha Yolanda Cucaita Rincón, and Ramón Elejalde Arbeláez.

In both cases, the Government indicates that the continuity of these forums depended on a special regulatory framework for submission to justice that did not materialize, and that it was not possible to evidence the real will for peace and reintegration of the groups.

Impact on Total Peace

The decision represents a shift in the Total Peace policy in Nariño and Antioquia, by closing two of the most relevant dialogue forums and reactivating ordinary criminal measures against the members whose designations were revoked. The Office of the Peace Commissioner Counselor must communicate the resolutions to the competent authorities for the lifting of any applicable suspensions of arrest warrants.
