Regional Government of La Libertad creates the Chavimochic Agricultural Research Center

The Regional Council of the Regional Government of La Libertad created the Chavimochic Agrarian Research Center (CIA CHAVIMOCHIC), a specialized body for applied scientific research, agrarian innovation, and technological transfer. The measure was published in Regional Ordinance No. 000015-2026-GRLL-CR, disseminated in the Official Gazette El Peruano on Monday, September 7, 2026.

The regulation, approved in an Extraordinary Session of the Regional Council on June 26, 2026, and promulgated on July 24, provides for the implementation of the center through the Chavimochic Special Project (PECH) at the San Carlos Camp. Its purpose is to close productivity gaps, improve agricultural profitability, and consolidate the vision of the producer as a competitive and agro-exporting agent, for the benefit of small and medium-sized producers across the twelve provinces of La Libertad.

A center to close productivity gaps

The CIA CHAVIMOCHIC was created in response to the Regional Government’s gap diagnosis, which shows a high proportion of agricultural producers without access to technical assistance, innovation, and technological transfer services, limiting the sector’s productivity, profitability, and competitiveness. The new body, attached to the Sub-Management of Agricultural Development of PECH, will allow for the consolidation of the Chavimochic Agrarian Model, aimed at ensuring that every producer possesses the technical and technological capabilities to progressively transition toward a competitive and agro-exporting profile.

Already installed capabilities

The center will rely on the infrastructure and experience that PECH already possesses at the San Carlos Camp, considered an ideal base for applied research:

  • Water, soil, plant biotechnology, and biological control laboratories.
  • Experience in technological transfer and technified irrigation.
  • Experimental plots with alternative crops.

Coordination and financing

The ordinance stipulates that PECH, through CIA CHAVIMOCHIC, shall coordinate cooperation actions with the Regional Directorate of Agriculture, the region’s Agrarian Agencies, the Jequetepeque-Zaña Special Project (PEJEZA), the National Agrarian Health Service (SENASA), the National Institute of Agrarian Innovation (INIA), public and private universities in La Libertad, and foreign entities. Financing is proposed under a mixed approach that combines regional public resources with university agreements, competitive funds, and specialized services with social tariffs, without requiring additional public funds beyond the institutional budget.

Validity

Regional Ordinance No. 000015-2026-GRLL-CR enters into force the day following its publication in the Official Gazette El Peruano and on the Regional Government’s Electronic Portal. Implementation will be progressive, in accordance with a plan approved by the PECH, prioritizing the closing of identified gaps and territorial attention across the twelve provinces of the region.

With this regulation, La Libertad transforms the Chavimochic hydraulic infrastructure into an engine of agricultural knowledge, ensuring that water and public works translate into competitive, sustainable, and inclusive development for small and medium-sized producers in the region and the country.
