Federal government grants Jalisco subsidy against feminicide violence

The Government of Mexico, through the Women’s Secretariat, will grant the state of Jalisco a subsidy of 3,981,780.38 pesos to implement the project MUJERES/AVGM/JAL/2026, aimed at supporting actions derived from the Gender Violence Alert against Women (AVGM). The commitment was formalized in the Coordination and Adhesion Agreement MUJERES/CCA/AVGM/JAL/11/2026, published this Friday, August 14, 2026, in the Official Gazette of the Federation (publication number 221/2026).

The subsidy is part of the Program for the Prevention and Detection of Femicidal Violence and Addressing its Causes, endowed with 856,782,185 pesos in the 2026 Federation Expenditure Budget, published in the DOF on November 21, 2025. The project was approved by the Evaluation Committee through agreement CEPMUJERES/1SE/009/27022026, and the agreement was signed on March 25, 2026, in Mexico City.

The measure responds to a documented emergency: in Jalisco, 33 femicides were recorded as of November 2025 and 483 violent deaths of women classified as femicide between 2015 and 2025, according to the Executive Secretariat of the National Public Security System. The National Citizen Observatory against Femicide estimates that in 75% of these cases the victim leaves at least one daughter or son in a situation of orphanhood, who usually end up in the care of their grandmothers.

Care and reparation for daughters and sons of victims

The central axis of the project is comprehensive care for daughters and sons of women victims of femicide, inducement or aid to femicidal suicide, their caregivers, and direct victims of attempted femicide with disabling sequelae. The planned actions include:

• 50 home visits to identify needs and refer cases to municipal authorities.
• Signing of 11 agreements with the priority municipalities of the AVGM.
• Hiring of 5 professionals: 2 with a bachelor’s degree in Law, 2 in Psychology, and 1 in Social Work, between June and December 2026.
• Development of a comprehensive reparation plan with an intersectional and differentiated perspective, in accordance with activities 5.4.2 and 5.4.3 of the Second Follow-up Report on the AVGM in Jalisco.

Training, security, and justice

The subsidy also finances three complementary fronts:

• Prevention: 18 training sessions for about 200 health professionals, including conscientious objectors, on legal and voluntary termination of pregnancy and correct application of NOM-046-SSA2-2005, with 6 hired professionals.
• Safety: training of municipal police forces for the identification of cases at risk of feminicide and the monitoring of protection orders, with 5 professionals.
• Justice: hiring of 5 lawyers specialized in gender and human rights to reduce the backlog of investigation files (2019-2025) in the Specialized Deputy Prosecutor’s Office for Attention to Women, Girls, Boys and Adolescents of the state Prosecutor’s Office.

The priority municipalities of the AVGM covered are: Ameca, El Salto, Guadalajara, Lagos de Moreno, Mezquitic, Puerto Vallarta, San Pedro Tlaquepaque, Tlajomulco de Zúñiga, Tonalá, Zapopan and Zapotlán el Grande.

Signatories, account and deadlines

The instrument is signed, on behalf of the federal government, by Ingrid Aurora Gómez Saracíbar, Undersecretary of the Right to a Life Free of Violence; and on behalf of Jalisco, by Governor Jesús Pablo Lemus Navarro, the General Secretary of Government Salvador Zamora Zamora, the Secretary of Public Finance Luis García Sotelo and the Secretary of Substantive Equality between Women and Men Fabiola Raquel Guadalupe Loya Hernández. The funds will be deposited into an interest-bearing account at Banco Nacional de México S.A., must be earmarked no later than December 31, 2026, and any remaining balances will be returned to the Treasury of the Federation.

The AVGM in Jalisco was declared in November 2018, and its follow-up, under the responsibility of the Inter-Institutional and Multidisciplinary Group, also requires providing care to indirect victims of feminicide. With this agreement, that recommendation translates into concrete resources for families who lost a woman to gender-based violence and for the institutions obligated to protect them.
