Government issues the National Development Plan 2027-2030 Braulio Carrillo Colina

The Executive Branch approved and issued the National Development and Public Investment Plan (PNDIP) 2027-2030, named “Braulio Carrillo Colina”, through Executive Decree No. 45911-PLAN, published in La Gaceta No. 174 on Wednesday, September 16, 2026. The regulation was signed by the President of the Republic, Laura Fernández Delgado, and the Minister of National Planning and Economic Policy, Carla Morales Rojas, and is effective as of August 25, 2026.

The plan serves as the guiding instrument for the Executive Branch’s planning and public investment for the 2027-2030 period, and adopts the institutional motto “For a safe, prosperous, and innovative country”. It was officially presented on August 25, 2026, in a ceremony held at the Costa Rica Convention Center, in Heredia.

Legal framework and background

The decree is based on Article 50 of the Political Constitution, which obligates the State to seek the greatest well-being of its inhabitants, and on the National Planning Law (No. 5525 of May 2, 1974), which assigns the Ministry of National Planning and Economic Policy (MIDEPLAN) the task of preparing the plan in coordination with the National Planning System. It is also supported by the Law of Financial Administration of the Republic and Public Budgets (No. 8131), which establishes a mandatory link between planning and budgeting, and Executive Decree No. 44054-PLAN of May 18, 2023.

The plan was developed in accordance with these provisions and will serve as the reference framework for institutional programming, sectoral and strategic plans, and the prioritization of public investment projects during the four-year term.

The name of the plan

The PNDIP 2027-2030 is named after Braulio Carrillo Colina, a Costa Rican lawyer and statesman who governed Costa Rica in two periods (1835-1837 and 1838-1842). According to the decree, his fundamental role in the political and institutional consolidation of the country and his contribution to the construction of the State constitute the basis for the plan to bear his name.

Content and scope

The document containing the plan is available on the official MIDEPLAN website (www.mideplan.go.cr), and a physical version will be kept at the MIDEPLAN Documentation Center. Among its main functions, the following stand out:

• Guiding the institutional operational plans of all public institutions, according to their level of autonomy.
• Serving as the basis for the monitoring and evaluation of government performance during the 2027-2030 period.
• Establishing the priority order of public investment projects, including those of decentralized institutions and public law bodies.
• Linking planning with the budget of the Republic.
