Government of Navarra authorizes two photovoltaic plants in Viana and Olite

The Government of Navarra has authorized two new ground-mounted photovoltaic solar plants in the Ribera. RESOLUTION 148/2026, of August 4, grants the prior administrative and construction authorization to the Viana Baikal plant, of 1 MW, in Viana, while RESOLUTION 143/2026, of July 27, grants the prior administrative authorization to La Falconera II, of 1.75 MW, in Olite / Erriberri. Both provisions, signed by the Director General of Business Development and Infrastructures, Iñigo Arruti Torre, are published in the Official Gazette of Navarra number 160, of August 14, 2026.

The authorizations are issued in application of Law 24/2013, of December 26, of the Electricity Sector, and of Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical energy installations. Together, the two plants total 2.75 MW of installed capacity, a figure calculated in accordance with article 5 of Royal Decree 997/2025, of November 5, based on the projects submitted by the promoters.

Viana Baikal: 1 MW in polygon 19 of Viana

The promoter Baikal Solar, SLU requested the authorizations on December 18, 2023 and submitted a new project on July 26, 2024, which places the installation on parcels 617 and 618 of polygon 19 of Viana. The plant shares parcels and evacuation infrastructure with the photovoltaic plant Viana Baikal II (file 5616-CE), and its project obtained a favorable environmental impact report (Resolution 320E/2024) and authorization for activities and uses on non-developable land (Resolution 107E/2026). The public information procedure, announced in BON number 211 of October 17, 2024, concluded without objections. Its main elements are:

  • 1,680 bifacial modules Trina Solar TSM-NEG21C.20 of 710 Wp, with fixed driven structure and south-facing orientation (1,371.72 kWp).
  • 4 GoodWe GW250KN-HT inverters of 250 kW, up to 1 MW of nominal power.
  • Prefabricated transformer center of 1,000 kVA, which raises the voltage from 800 V to 13.2 kV.
  • Underground medium-voltage connection of 824.5 meters to support 9 of the 13.2 kV Viana-Recajo line.

La Falconera II joins the Olite / Erriberri park

RESOLUTION 143/2026 grants the prior administrative authorization to the entity Escalera Galar Eduardo e Iñigo, Escalera Landivar Fernando y Nuin Valencia Javier, which requested the project on January 17, 2023 on plot 1447-A of polygon 15 of Olite / Erriberri. The plant will be connected to the transformation center of the photovoltaic park La Falconera I (file 5144-CE) and will evacuate the energy through an existing underground line of 1,323 meters at 13.2 kV to position 27 of the Zidacos substation, owned by I-DE Redes Eléctricas Inteligentes, SAU. The file includes the favorable environmental impact report (Resolution 98E/2023) and the urban planning authorization (Resolution 236E/2023).

The project was submitted to public information by means of an announcement in BON number 52, of March 14, 2023, and received allegations from the association Landazuría-Ecologistas en Acción de la Ribera and from Ongaiz-Ecologistas en Acción de la Comarca de Sangüesa, whose analysis is included in the annex to the resolution. The planned installation consists of:

  • 2,916 TSM-DE20-600 modules of 600 Wp in 99 series, with fixed structure of 30 degrees (1.75 MWp).
  • 11 Huawei SUN2000-185 KTL-H1 inverters of 175 kW (1.925 MW in inverters).
  • New photovoltaic customer transformation center with 2,000 kVA transformer.
  • Underground line of 430 meters at 13.2 kV to the La Falconera I transformation center.

Time limits and appeals

While Viana Baikal receives in a single act the prior authorization and the construction authorization, with a period of 36 months to execute the project, La Falconera II obtains only the prior administrative authorization, without prejudice to the additional licenses and permits it may require. Against both resolutions, which do not exhaust the administrative route, an appeal for reconsideration may be lodged with the Minister of Industry and Digital Ecological and Business Transition within one month of their notification.

The two authorizations consolidate the progress of photovoltaic generation in the Ribera de Navarra with medium-power projects promoted by private developers, which reuse existing evacuation infrastructures and are subject to the approved environmental and urban planning conditions. For Viana and Olite / Erriberri, the entry into operation of these plants will expand the installed renewable capacity in their municipal terms and strengthen distributed generation connected to the distribution network.
