Government declares the Peace Table with Comuneros del Sur terminated

The national Government has terminated the Peace Dialogue Table with the self-styled Comuneros del Sur Guerrilla Front through Executive Resolution number 365 of 2026, signed by President Abelardo de la Espriella. The decision, published in the Official Gazette on Thursday, September 3, 2026, repeals Resolution number 369 of 2024, which had authorized the installation of the table.
The measure is part of the total peace policy enshrined in Law 2272 of 2022, which reformed Law 418 of 1997. On March 9, 2024, the Government and the authorities of Nariño installed the first Peace Region, and since July 19, 2024, the Instance for the Co-construction of Territorial Peace in Nariño had been underway, aimed at verifying the group’s will for peace and constructing a Roadmap for the process.
The Executive argues that, despite this roadmap, it was not possible to establish a clear legal and institutional line that would allow for the materialization of submission to justice, the definition of the legal status of the members, or their effective transition to legality and the Social State of Law.
End of the dialogue table
Executive Resolution number 365 of 2026 orders the termination of the Peace Dialogue Table between the authorized representatives of the national Government and the representative members of the armed group. It provides for the communication of the decision through the Office of the Peace Commissioner Counselor and repeals Resolution number 369 of September 13, 2024.
Revocation of appointments
The same bulletin publishes complementary resolutions that revoke the appointments linked to the process:
- Executive Resolution number 366 of 2026 revokes the recognition of the group’s representative members.
- Executive Resolution number 367 of 2026 withdraws the appointments as peace promoters.
- Executive Resolution number 368 of 2026 revokes the appointment of the national Government’s representatives on the table.
Affected promoters and representatives
Among the peace promoters whose appointments are withdrawn are Ana Milena García Leiton, Diego Fernando García Jiménez, Jaime Edilson Rodríguez Moreano, Jesús Andrés Cabezas Valencia, Omar Robinson Vallejo España, Yumer Arley Guerrero Castilla, Edgar Humberto Restrepo Benjumea, Luis Alberto Villota Rodríguez, José Iván Castañeda Morales, Raúl Demetrio García Guanga, Arley Carvajal Martínez, Severo Saavedra Benavides, Wilmer Antonio Maliz Escobar, Euser David García Suárez, Eyder Mauricio Marín Urbano, Yan Carlos Rangel Soto, Rider Kevin García Nastacuas, and Carlos Jhon Cabrera Ruales.
As representatives of the national Government, the appointments of Carlos Augusto Erazo Murcia, Ángela María Robledo Gómez, Andrei Giovani Gómez Suárez, Clemencia Carabalí Rodallega, Juan David Correa Ullola, and Pablo Francisco Pardo Velasco are revoked.
Impact on total peace
The termination of the table represents a shift in the total peace policy in Nariño, where the group maintained influence. As the appointments are rendered null and void, ordinary criminal measures against the members of the front are reactivated, under the terms of Law 418 of 1997 and its extensions.
The decision marks a turning point in the Government’s commitment to negotiation with armed groups in the southwest of the country. For the inhabitants of Nariño, the end of the table implies a return to the ordinary judicial route and leaves in suspense the expectation of a submission agreement that failed to materialize.
