Por FactBox Admin

The Governing Council of the Basque Government has approved a direct grant of 2,926,256.68 euros for concerted schools with high complexity for the 2026-2027 academic year. The grant was published in issue number 199 of the Official Gazette of the Basque Country on October 19, 2026, via Resolution 98/2026, with official reference 2026/4362. These funds will finance one reinforcement teacher per line in Primary Education and Compulsory Secondary Education.
The agreement was approved by the Governing Council at its meeting on September 15, 2026, and the resolution was signed on October 8 by Jon Iñaki Urbina García de Vicuña, Director of the Government Secretariat and Parliamentary Relations. Management is the responsibility of the Directorate of Economic Management of the Department of Education, and the beneficiaries are the 17 concerted schools listed in Annex I, to pay for reinforcement corresponding to a total of 42 educational lines.
42 reinforcement teachers in 17 schools
The beneficiaries are schools with high complexity: those in level 1 of the Educational Complexity Index, meaning they have more than 20 points according to the scale applied since the 2023-2024 academic year. The index is calculated by the ISEI-IVEI organization, taking into account student results, support needs, origin, continuity, and socioeconomic level.
The amount per line depends on the stage: 62,118.06 euros in Primary Education and 72,015.58 euros in Secondary Education. Some individual references:
- CPEIPS Aratz Ikastola: two lines, one in Primary Education (62,695.58 euros) and another in Secondary Education (72,015.58 euros).
- CPES Egibide-Jesús Obrero: six lines in Secondary Education, 432,093.48 euros.
- CPES Egibide-Arriaga and CPES Egibide-Nieves Cano: three lines, 216,046.74 euros each.
- CPEIPS Ángeles Custodios, CPEIPS Amor Misericordioso, CPEIPS El Ave María, CPEIPS Hijas de la Caridad-N. Sra de Begoña and CPEIPS Santísima Trinidad: two lines in each stage.
- CPES Otxarkoaga: two lines in Secondary Education, 144,031.16 euros.
Three payments and strict justification
The grant is linked to eligible expenditure: the provision or hiring of the reinforcement teacher, only for expenses incurred between September 1, 2026, and August 31, 2027. The subcontracting of teaching is prohibited, and the hired teacher must have the qualification and the language profile corresponding to the language model; furthermore, it must be verified that they have no final conviction for crimes against sexual freedom, according to article 13.5 of Organic Law 1/1996.
Payment will be made in three installments: the first at the beginning of the school year, after the agreement is approved; the second after the justification for the first four-month period is verified, which must be submitted before January 15, 2027; and the final installment after the expenditure, which must be justified before October 15, 2027. The initial documentation must be published and sent within one month, and the list of teachers, payrolls, and Social Security contribution orders must be submitted monthly.
Direct grant due to exclusion from the PROA+ program
According to the justification, public schools already receive the PROA+ program, but concerted schools were excluded from the program, and therefore the Department of Education has created a specific aid line for the 2026-2027 school year. The aid is provided via a direct grant, without public competition, given the specific situation of the beneficiaries; the basis is Article 29 of Law 20/2023, which grants the Government the authority to issue direct grants of an exceptional nature.
The grants are compatible with those that may be provided by other public or private entities for the same purpose, provided that double funding does not occur. The expenditure will be allocated to program 42221 and concept 45301 of the 2026 budgets, and the portion from January to August 2027 via commitment credit. The agreement exhausts the administrative route: a request for reconsideration may be filed before the Governing Council within one month, or an administrative appeal may be filed before the High Court of Justice of the Basque Autonomous Community within two months.
The practical impact is significant: 42 new or additional reinforcement teachers will be introduced throughout the school year to strengthen the care of disadvantaged students and increase continuity within the school. The measure, however, does not guarantee any structural change, as the financial aid is not permanent and is linked to expenditure for a single school year.
