Gijón initially approves the Naval Interior Reform Special Plan

The Local Government Board of Gijón initially approved the Special Interior Reform Plan of the APP-PE-NG Naval Gijón and the change of the action system from compensation to cooperation. The agreement was adopted in the session of September 29, 2026, and is published in the Official Gazette of the Principality of Asturias (BOPA) no. 194, dated October 7, 2026, with the official reference 2026-08046. The file is subject to public information for one month.

The legal framework of the file

The announcement is based on Article 89 of Legislative Decree 1/2004, of April 22, which approves the revised text of the legal provisions in force regarding land use and urban planning of the Principality of Asturias (TROTU). This regulation requires the file to undergo a public information process before its final approval.

The procedure is processed under file number 152069E/2025 and affects the scope of the APP-PE-NG Naval, in the municipality of Gijón. The announcement was signed by the General Secretariat of the City Council on September 30, 2026.

One month to submit allegations

The public information period is one month and is counted from the day following the publication of the announcement in the Official Gazette of the Principality of Asturias, that is, from October 8, 2026. During this period, any interested party may submit allegations or observations regarding the file.

Allegations can be submitted through two channels:

• Through the electronic registry of the Gijón City Council.
• In person, at the municipal registries, for which it is recommended to request an appointment by calling 985 18 11 05, on the municipal website, or via the Gijón app.

They are also accepted at the other offices provided for in Article 16.4 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.

The plan’s documentation will be available throughout the public exhibition period in two locations:

• The municipal website, at the address https://www.gijon.es/es/directorio/urbanismo.
• The Electronic Access Point installed in the Administrative Building “Antigua Pescadería Municipal”, at calle Cabrales, no. 2.

Change in development management

In addition to the special plan, the agreement of the Local Government Board modifies the action system planned for the area, which changes from compensation to cooperation. This change alters the way the initiative and the execution of urbanization works are distributed between the administration and the land ownership.
