Gijón amplía créditos por 1,2 millones con suelo municipal y aprovechamientos urbanísticos

The Gijón/Xixón City Council has opened for public information file 13/2026 regarding the modification of credits for its 2026 Budget, which supplements 1,218,045.36 euros in real investments financed by income from the municipal land heritage and urban development levies. The agreement was adopted by the municipal Plenary in the session of October 14, 2026, and is published as an announcement in the Official Gazette of the Principality of Asturias (BOPA) No. 211, of October 30, 2026, with code 2026-08642, within section IV, Local Administration.

The file is processed through the credit supplement procedure, provided for in articles 177.2 and 169.1 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries. The announcement is signed in Gijón/Xixón on October 20, 2026, by the General Secretary of the Plenary.

Modification Figures

The initially approved agreement is structured in two symmetrical blocks: an increase in the expenditure budget and its corresponding financing, for an identical amount.

  • Real investments: 1,218,045.36 euros, entirely through credit supplements.
  • Total increases: 1,218,045.36 euros.
  • Financing charged to sub-concept 397.10 (urban development levies): 118,045.36 euros.
  • Financing charged to sub-concept 603.00 (plots from the Municipal Land Heritage): 1,100,000.00 euros.
  • Total financing: 1,218,045.36 euros.

The bulk of the supplement, therefore, comes from the sale of plots from the municipal land heritage, which provides 90.3% of the resources, while urban development levies cover the remaining 9.7%.

Allocation of Income and Public Information

The Plenary also agreed to allocate the income obtained from the sale of municipal land heritage and from urban development levies to the proposed investments, such that the modification is entirely linked to those sources of financing for 1,218,045.36 euros. This is a mechanism that prevents these resources from being used for any purpose other than that provided for in the file.

The file is available to the public, for the purpose of claims, on the municipal electronic office accessible at https://sedeelectronica.gijon.es, for a period of fifteen business days starting from the day following the publication of the announcement in the BOPA. With the publication on October 30, 2026, the count begins on October 31.

  • Approving body: Plenary of the City Council of Gijón/Xixón.
  • Date of agreement: October 14, 2026.
  • Instrument: budget modification file 13/2026, by credit supplement.
  • Period for allegations: 15 business days from the day following publication.
  • Place of consultation: municipal electronic office.

Regulatory framework and scope

The processing complies with the regime for credit modifications of local entities, which requires the public disclosure of the file before its final approval and allows interested parties to submit claims during the fixed period. If no allegations are presented, the agreement is understood to be definitively approved in the published terms.

The operation does not increase municipal debt: it is financed with own resources from assets and utilities, not through new borrowing. The supplement is concentrated in the real investment chapter, meaning that the 1,218,045.36 euros are allocated to investment and not to current expenditure.

File 13/2026 is, furthermore, the thirteenth budget modification of the 2026 financial year in the Gijón council, according to the official numbering of the plenary agreement sent to the BOPA and signed by the General Secretary of the Plenary.

Relevance

The operation clarifies the financial room for maneuver of the City Council of Gijón/Xixón in the final stretch of 2026: the Council mobilizes 1.2 million euros from asset and urban planning income to reinforce its investments without resorting to debt, and opens 15 business days for any interested party to challenge the distribution or the chosen sources of financing.
