Generalitat activates the extension of 116 million for DANA aid for vehicles

The Ministry of Economy, Finance and Public Administration of the Valencian Government has published in the Official Gazette of the Valencian Government resolution 29 on the partial granting of direct aid intended to compensate for the destruction of vehicles damaged during the DANA (severe weather event) of 29 October 2024. The document, registered under reference DOGV-C-2026-27006, was approved on 31 July 2026 and is published in the issue of 17 August 2026 of Section III of the bulletin, under the heading of subsidies and grants.

The resolution is framed within a global credit extension of €116,188,278.29 (file 06.047/25), authorised by the Ministry of Finance and Economy under Article 27 of Law 6/2025 of 30 May, on the Generalitat’s budget for 2025. This funding is allocated to aid line S1939, entitled “Aid for the destruction of vehicles damaged during the wind and rain storm that began on 29 October (DANA 2024)”.

Regulatory framework and background

The flood of 29 October 2024 caused widespread damage in the Valencian Community, affecting infrastructure, private property and means of production. On 5 November 2024, the Council of Ministers declared the territory a “zone seriously affected by a civil protection emergency”, and on 4 November of that year the Regional Government adopted urgent measures to promote the recovery of the affected areas, including the granting of aid for vehicle loss.

The regulations governing these aid measures have been rolled out in several phases:

• Decree 5/2025 of 14 January: approves the regulatory bases and the procedure for the direct granting of urgent aid to compensate for the destruction of damaged vehicles.
• Decree 83/2025 of 3 June: establishes new urgent aid and enables a new application submission period.
• Decree 126/2025 of 5 September: increases the amounts granted and opens an additional period, establishing the partial granting procedure that gives rise to this resolution.

Losses greater than initial estimates

As stated in the resolution itself, the progressive assessment of the applications submitted has shown that “the magnitude of the losses is significantly greater than the preliminary estimates made during the emergency phase”. The joint analysis of the different aid lines reveals that the aggregate economic impact of the DANA requires financial reinforcement to cover all applications being processed and those that may be submitted in the coming weeks.

The resolution highlights that a high number of total losses have been recorded, affecting both private-use vehicles and those intended for professional activities, underscoring the importance of the vehicle as a resource for access to employment, the provision of services, and mobility in areas with limited public transport coverage.

Grant without the need for a new application

One of the most relevant aspects of the regulation is that the increases in aid are granted automatically to beneficiaries who had already received the aid for the initial amount. They do not need to submit a new application, unless they expressly state their waiver of the increase.

This measure responds to the “catastrophic and exceptional” nature of the situation and the urgency of repairing its consequences, according to the Conselleria. The objective is to move as close as possible to the full repair of the economic damages arising from the destruction of the damaged vehicles.

Partial award 29: first payment

The specific resolution of this partial award 29, submitted by the Secretaría General de la Agencia Tributaria Valenciana in accordance with Article 4 of Decree 126/2025, initially approves a list of one beneficiary for a total amount of 2,000.00 euros, charged to subsidy line S1939 of program G611A00 of the Generalitat budget for fiscal year 2026.

The payment will be made in accordance with Article 5 of Decree 126/2025 and may be made even if the individual beneficiaries are not up to date with their tax obligations or with Social Security, in accordance with the ninth transitional provision of Law 1/2015.

Appeals and deadlines

Against this resolution, which exhausts the administrative route, an administrative contentious appeal may be filed within two months before the Contentious-Administrative Chamber of the High Court of Justice of the Valencian Community, or, optionally, an appeal for reconsideration before the same body within one month. The resolution was signed by Alida C. Mas Taberner, undersecretary of Economy, Finance and Public Administration, acting as head of the Conselleria.

The publication of this resolution represents a new step in the management of the DANA aid and demonstrates the continued effort of the Valencian administration to respond to thousands of affected individuals whose vehicles were destroyed after the storm. With more than 116 million euros expanded, the Generalitat seeks to close the gap between real losses and the initially planned aid, in a process that now extends almost two years after the catastrophe.
