Gelves approves the reorganization of the SGV-1C general road network

The Plenary of the Gelves City Council initially approved, in a session held on July 22, 2026, the “Innovation Proposal for the General Planning of Gelves for the Reorganization of the General Road System SGV-1C”. The agreement, adopted unanimously by the municipal body, has been made public via an announcement in the Official Gazette of the Province of Seville number 166, dated Thursday, August 27, 2026, with reference BOP-SE-2026-166016.

The urban innovation affects mobility and the development of the municipality, and now opens a twenty-day public information period so that citizens and affected organizations may submit allegations.

Regulatory Framework and Processing

The file is processed in accordance with Law 7/2021, of December 1, for the Promotion of Territorial Sustainability of Andalusia (LISTA), in its article 78.1, and article 104.1 and 2 of its General Regulation, Decree 550/2022. The initial approval document was drafted by architects Mr. Javier Bruno Bendala Castillo and Mr. Luis Bernardo Gómez-Stern Aguilar.

During the public information period, which is announced in the BOP of Seville and on the Transparency Portal of the Gelves City Council, the mandatory sectoral reports will be requested from the following organizations:

  • Territorial Delegation of the Ministry of Tourism, Culture and Sport.
  • Secretary of State for Telecommunications and Digital Infrastructure.
  • Guadalquivir Hydrographic Confederation – Directorate General of Water.
  • Ministry for the Ecological Transition and the Demographic Challenge – Water Commissariat.
  • Territorial Delegation of the Ministry of Agriculture, Fisheries, Water and Rural Development.
  • Territorial Delegation of the Ministry of Public Works, Territorial Articulation and Housing, Road Service.

Complementary Procedures

Additionally, a report will be requested from the competent ministry regarding Territorial Planning and Urbanism, pursuant to article 75.2.b) of LISTA. The agreement also includes the following procedures:

  • Granting a hearing to neighboring municipalities.
  • Notifying the supply companies Endesa, Aljarafesa, Nedgia, and Telefónica regarding their infrastructures and technical services.
  • No opinion will be requested from the Consultative Council, as the innovation does not affect open spaces.
  • No report on the delimitation of municipal boundaries will be required, as the modification does not affect bordering plots.

The reorganization of the General Road System SGV-1C constitutes a key action for the mobility and urban structure of Gelves, a municipality in the Seville metropolitan area. The initial approval opens the door to participation from citizens and the involved agencies before the final approval, an essential step to ensure that the new road layout aligns with the needs of the residents and Andalusian territorial regulations.
