The work to improve the water network in Gautegiz-Arteaga has been definitively approved

The Management of the Consorcio de Aguas Bilbao-Bizkaia has definitively approved the improvement project for the supply network in the Isla Bekoa and Kanala neighborhoods of Gautegiz-Arteaga, as well as the list of affected assets and rights. Along with this, it has initiated the compulsory expropriation file to occupy the assets necessary to carry out the works. The decision was published in issue number 164 of the Boletín Oficial de Bizkaia on August 28, 2026, with the CVE BOB-2026a164-(II-4581).
Content of the Decision
The Management reached the resolution on July 20, 2026, which contains five main points. First, it definitively approves the improvement project for the supply network in the Isla Bekoa and Kanala neighborhoods, as the public information was announced in the BOB on May 12, 2026, and also published in the local press. Second, it definitively approves the list of assets and rights affected by the works.
Third, it initiates the compulsory expropriation file to occupy the aforementioned assets and rights. Fourth, it decides to notify the interested parties of the agreement, informing them that the administrative route has ended. Finally, it orders the publication of the agreement in the Boletín Oficial de Bizkaia and in daily newspapers of wide circulation.
Rights of Interested Parties
The agreement concludes the administrative process, and interested parties may file an appeal directly with the Administrative Courts of Bilbao within a period of two months starting from the day following the notification. Additionally, an optional appeal for reversal may be filed before the Management of the Consorcio de Aguas Bilbao Bizkaia within a period of one month starting from the day following the notification.
- Appeal in the Administrative Courts: two-month period.
- Optional appeal for reversal before the Management: one-month period.
- If an appeal for reversal is filed, an administrative litigation appeal cannot be brought until the former is explicitly resolved or tacitly rejected.
Signature and Procedure
The agreement was signed by Aitor Hormaetxe Basaguren, Head of the Land Management and Treasury Department of the Consorcio de Aguas Bilbao Bizkaia, in Bilbao, on August 20, 2026. Since the public information of the project was announced on May 12, the procedure has included the participation of neighbors and owners, and the definitive approval now paves the way for the execution of the works and the occupation of the affected assets.
