Garrafe de Torío announces an interim vacancy for Technical Architect

The Garrafe de Torío City Council has opened the application period to fill an interim civil servant position as a Technical Architect assigned to the Urban Planning Area, through a competitive examination process and the creation of an employment pool. The call, approved by the Local Government Board on August 28, 2026, is published in the Official Gazette of the Province of León no. 179, dated September 18, 2026, with a correction of errors that restarts the application submission period for ten business days.

The announcement, identified by reference BOP-LE-2026-179003, corrects a transcription error detected in the rules published on September 4, 2026, in BOP no. 169, such that the calculation of the deadline starts again from the day following this publication. The position is included in the personnel staff of the 2026 Budget, definitively approved and published in BOP no. 40 on February 27, 2026, and is classified in the Job Position List in Group A, Subgroup A2, with destination level 23.

The selection is governed by the consolidated text of the Law of the Basic Statute of the Public Employee, approved by Royal Legislative Decree 5/2015, of October 30, and, supplementarily, by Law 7/2005, of May 24, of the Public Service of Castilla y León, among other regulations. The appointment will be temporary, and the interim relationship may not be extended for more than three years.

Requirements and submission of applications

• Qualification: Degree in Building Engineering, Technical Architect, Aparejador or equivalent, with verifiable accreditation in the case of degrees obtained abroad.
• Spanish nationality, functional capacity, at least sixteen years of age, and not exceeding the maximum compulsory retirement age.
• Not having been dismissed through disciplinary proceedings nor being disqualified from public employment.
• Examination fee of 15.00 euros, with exemptions for applicants with a disability equal to or greater than 33% and for job seekers.

Applications shall be addressed to the Mayor, Miguel Flecha García, and submitted to the General Registry, at calle Ayuntamiento number 1 in Garrafe de Torío (24891), or through any of the channels provided for in article 16.4 of Law 39/2015, of October 1. The full rules are published in the provincial gazette itself and on the municipal electronic office.

Two tests in a single day and merit scale

The examination phase consists of two exercises held on the same day which are mandatory, although not eliminatory individually; a minimum of 5 points between both is required to pass.

• Theoretical exercise: test of 30 questions with four answers, only one correct, with a maximum time of 45 minutes and up to 4 points.
• Practical exercise: two cases related to the tasks of the position, with a maximum of 3 points per case and up to 6 points in total.

The competition evaluates up to 10 points: professional experience (up to 8 points, with 0.20 points per full month in local entities and 0.10 points per month in other public administrations), training (up to 1 point), and passed exams (up to 1 point). Merits must be documented and obtained before the closing date for applications.

Qualifying Board and Employment Pool

The board will be chaired by a civil servant with national qualification, preferably from the Provincial Council, and composed of a technical architect and a group A2/A1 civil servant from the Council, in addition to another civil servant with national qualification. The secretary will be that of the City Council, with a voice but no vote.

Those who pass the competitive examination phase will enter an employment pool intended to cover interim positions or temporary contracts for technical architects. The call will be made by telephone, email, or another means that leaves a record, with three business days to accept or decline; failure to respond to five attempts over three business days will result in permanent removal. The appointment is the responsibility of the Mayor’s Office, and the assumption of office must be formalized within three business days.

The call is of interest to graduates in Building Construction and equivalent disciplines, as it opens a path for temporary public employment in a technical area in high demand by small municipalities. Against the rules, which exhaust the administrative route, an appeal for reversal may be filed within one month before the Mayor’s Office or a contentious-administrative appeal within two months before the Contentious-Administrative Court of León.
