García-Page appoints two new elective counselors to the regional Consultative Council

The president of the Junta de Comunidades de Castilla-La Mancha, Emiliano García-Page Sánchez, has appointed Francisco Javier de Irízar Ortega and José Miguel Mendiola García, both designated by the Governing Council, as elective counselors of the Consultative Council of Castilla-La Mancha. The appointment is formalized in Decree 51/2026, of September 15, published in the Official Gazette of Castilla-La Mancha (DOCM) on September 17, 2026. The resolution is issued under article 46 of Law 11/2003, of September 25, of the Government and the Consultative Council of Castilla-La Mancha.

The Consultative Council of Castilla-La Mancha is the advisory body of the autonomous community, and its legal regime, along with that of the regional Government, is set out in Law 11/2003, of September 25. This regulation grants the president of the Junta the competence to appoint the elective counselors designated by the Governing Council by means of a decree. The signed text is dated September 15, 2026, and was signed in Toledo.

The publication appears in issue 179 of the DOCM, corresponding to year XLV, within section II, dedicated to “Authorities and Personnel,” and under the heading “Cessations and Appointments” of the Presidency of the Junta. The official document is identified by reference 2026/6678.

The two new elective counselors

The decree appoints two elective counselors designated by the Governing Council:

  • Francisco Javier de Irízar Ortega.
  • José Miguel Mendiola García.

Both become part of the Consultative Council of Castilla-La Mancha as elective counselors, a status reserved for members designated by the regional Executive. The appointment is made by decree of the president, exercising the powers conferred by article 46 of Law 11/2003.

Regulatory basis of the appointment

Decree 51/2026 expressly invokes article 46 of Law 11/2003, of September 25, of the Government and the Consultative Council of Castilla-La Mancha, as the enabling basis for the designation. The same law regulates the organization and operation of the advisory body and the regional Government, and is the standard regulatory reference accompanying appointment acts published by the Presidency of the Junta.

The decree is limited to formalizing the designation agreed upon by the Governing Council, without the published text incorporating other pronouncements or additional conditions.
