Por FactBox Admin

The president of the Junta de Comunidades de Castilla-La Mancha, Emiliano García-Page Sánchez, has appointed Francisco Javier de Irízar Ortega as president of the Consultative Council of Castilla-La Mancha. The appointment is formalized through Decree 53/2026, of September 29, published in the Official Gazette of Castilla-La Mancha (DOCM) in issue number 189, corresponding to October 1, 2026, with the official reference 2026/7074. The decree was signed in Toledo on September 29, 2026, by the regional president himself.
The Consultative Council of Castilla-La Mancha is the advisory body of the Autonomous Community, regulated alongside the regional Government by Law 11/2003, of September 25. The publication is inserted in section II of the bulletin, dedicated to “Authorities and Personnel,” within the heading “Cessations and Appointments” and under the header “Presidency of the Junta,” the section reserved for the highest-level institutional decisions of the regional Executive.
An appointment under Law 11/2003
Decree 53/2026 is issued “in exercise of the powers” conferred upon the president by article 46 of Law 11/2003, of September 25, of the Government and the Consultative Council of Castilla-La Mancha. The text is limited to a brief formula: “I hereby appoint Mr. Francisco Javier de Irízar Ortega as President of the Consultative Council of Castilla-La Mancha.”
The regulation closes with the usual promulgation formula, dated in Toledo on September 29, 2026, and signed by Emiliano García-Page Sánchez as president of the Junta.

Immediate precedent in the same body
The appointment comes two weeks after the Governing Council designated the elective councilors of the same body. Decree 51/2026, of September 15, appointed Francisco Javier de Irízar Ortega and José Miguel Mendiola García as elective councilors of the Consultative Council of Castilla-La Mancha, designated by the Governing Council.
That decree, also signed in Toledo by Emiliano García-Page Sánchez, was published in the DOCM with the reference 2026/6678. The coincidence of names places De Irízar Ortega first as an elective councilor and now as president of the body, in a sequence of two decrees from the Presidency of the Junta separated by fourteen days.
The relevance of the appointment is institutional: it concerns the presidency of the Autonomous Community’s advisory body, decided directly by the regional president and published in the official bulletin, which makes it a mandatory reference for the functioning of the Consultative Council in the coming months.
