Garbayuela definitively approves its municipal forest fire plan

The Garbayuela City Council has definitively approved its Municipal Action Plan against the Risk of Forest Fires (PAMIF), a planning and emergency response instrument for the municipal district. The agreement was adopted by the Plenary in an ordinary session on September 16, 2026, by absolute majority, and is published in the Official Gazette of the Province of Badajoz on Tuesday, September 22, 2026, in Announcement 3669/2026. The plan will enter into force fifteen business days after the publication of the announcement.

The publication is carried out in accordance with the provisions of Article 70, paragraph 2, of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, which requires the publication of municipal plenary agreements. The document bears the signature of the Mayor-President, José Manuel Romero Moreno.

The PAMIF joins the plans that other municipalities in the province have approved in recent weeks, including Hornachos, Cabeza la Vaca, Alburquerque, San Vicente de Alcántara, Retamal de Llerena, Villarta de los Montes, and Higuera de la Serena, all of which were previously reported by the Permanent Commission for Civil Protection of the Autonomous Community of Extremadura.

A civil protection instrument

The Municipal Action Plan against the Risk of Forest Fires is the technical planning and action instrument regarding civil protection and forest fires, of an organizational and operational nature, which must be integrated into the planning system of the autonomous community. Its purpose is to ensure the effective and coordinated intervention of the resources and means available to the local administration in the event of a forest fire emergency.

Within the provincial framework, Garbayuela is classified in zone A of the grant call from the Provincial Consortium for Fire Prevention and Extinction (CPEI) for volunteer firefighter groups and associations for 2026, published in the Official Gazette of the Province of Badajoz on September 14, 2026 (Announcement 3560/2026). This zone groups together the municipalities with the highest level of potential risk for accidents.

Public consultation and entry into force

The content of the plan can be consulted at the offices of the Garbayuela City Council and on the municipal electronic headquarters, accessible at the address https://garbayuela.sedelectronica.es/info.0.

The deadlines and effects of the agreement are as follows:

• Definitive approval: Plenary in ordinary session on September 16, 2026, by absolute majority.
• Publication: Official Gazette of the Province of Badajoz No. 181, of September 22, 2026.
• Entry into force: fifteen business days after the publication of the announcement.
• Text consultation: municipal offices and the City Council’s electronic headquarters.

Deadlines and means of appeal

An administrative appeal may be filed directly against the final approval before the Administrative Litigation Chamber of the High Court of Justice of Extremadura, based in Cáceres, within a period of two months starting from the day following the publication of the announcement.

The appeal process is based on Articles 10 and 46 of Law 29/1998, of July 13, regulating the Administrative Litigation Jurisdiction, without prejudice to the fact that interested parties may exercise any other appeal they deem appropriate.

The approval of the PAMIF provides Garbayuela with its own operational framework for the prevention of and response to forest fires, including the allocation of resources, emergency organization, and coordination with the administrations called upon to intervene. For residents, the plan means having a public action protocol that can be consulted and with certain application deadlines, in a municipality included among those with the highest potential risk in the province.
