Gandesa appointed Eduard Robert Odena as support technician in the Secretariat-Intervention

The City Council of Gandesa has appointed Eduard Robert Odena as a trainee civil servant to fill the position of support technician in the Secretariat-Intervention, subgroup A2. The decision was made by the Mayor’s Office-Presidency through a resolution signed by Mayor Carles Luz Muñoz on October 5, 2026, which was published in the Official Gazette of the Province of Tarragona on October 9, 2026, with the reference CVE 2026-09272 (pp. 1-3).

The appointment closes the selection process opened to cover this position, included in the 2026 Public Employment Offer. The call and the rules were approved by resolution of the Mayor’s Office on May 14, 2026, through a competitive examination and open merit process, and the Qualifying Tribunal formulated the appointment proposal on September 22, 2026, in favor of the applicant with the highest score.

A process with thirteen admitted applicants

The resolution of August 21, 2026, published in the BOPT on September 1, 2026 (CVE 2026-08213), definitively approved the list of admitted and excluded persons, with no allegations presented during the deadline. The list of admitted applicants was as follows:

The only person excluded was Sandra Espelta Pulido, for failing to provide the academic qualification required in rule 2a f). The appointed candidate has proven within the deadline the capacity conditions and the requirements demanded in the call.

Assignment, remuneration, and applied regulations

The position is assigned to the workplace of support technician in the Secretariat-Intervention, with the following characteristics:

• Legal regime: civil service
• General Administration Scale, General Administration Technical sub-scale
• Group A, subgroup A2
• Destination supplement: 22
• Specific supplement: 10,500.00 euros per year
• Productivity supplement: to be assigned monthly

The expenditure is charged to the 2026 Municipal Budget, chapter 1, personnel expenses. The resolution is based on articles 55 d), 82, 84, and 85 of Decree 214/1990, of July 30, of the Personnel Regulations for the Service of Local Entities, rule 11a of the call, and the powers of articles 21.1 h) of Law 7/1985 and 53.1 i) of Legislative Decree 2/2003. The position was already listed as vacant in the List of Workplaces definitively approved by the Plenary on August 13, 2026, and published in the BOPT on October 1, 2026 (CVE 2026-08755).

Assumption of office and appeals processes

The appointee must take office and take the oath or promise within one month from the publication of the appointment in the BOPT, in accordance with Decree 359/1986, of December 4. The resolution also orders the registration of the appointment in the Personnel Registry and that the Plenary be informed in the first session it holds.

Against the resolution, which exhausts the administrative route, the following may be filed:

• Appeal for reversal (recurso de reposición) before the Mayor’s Office-Presidency, within one month from the day following the publication in the BOPT
• Contentious-administrative appeal before the contentious-administrative courts of Tarragona, within two months

The publication of the appointment is the final piece of a procedure followed with interest by the candidates and the municipal staff, as it determines the candidate who will occupy a structural technical support position in the Secretariat-Intervention area and establishes the remunerative conditions of the position for the 2026 financial year.
