Galicia debuts telemetric voting in the elections to school councils

The Department of Education, Science, Universities and Vocational Training of the Xunta de Galicia has set the calendar for the renewal of school councils in centers supported by public funds for the 2026/27 academic year. The Resolution of August 27, 2026, signed by the Director General of Educational Planning and Innovation, Judith Fernández Novoa, was published in the Official Gazette of Galicia number 168, on September 4, 2026, and introduces non-presential electronic voting for families through the Abalar space.

Regulatory framework

The resolution is based on article 126 of the Organic Law 2/2006, of May 3, on education (LOE), which assigns educational administrations the determination of the number of members of the school council and the regulation of the electoral process. The procedure is governed by Decree 92/1988, of April 28, modified by decrees 279/1990, 324/1996, 374/1996 and 7/1999, as well as by the orders of August 21 and 28, 1996.

The novelty of this call is the enabling of a non-presential electronic voting modality for families, framed within the digitalization and simplification measures of educational processes promoted by the department.

Partial renewal calendar

For the partial renewal of school councils, the electoral board will be constituted between October 20 and 26, 2026. The elections for the representatives of the different sectors of the educational community, as well as direct voting before the polling stations, will be held between November 23 and 27, 2026.

• The admission of candidacies may not be less than seven calendar days.
• Electronic voting for families in the Abalar space will begin at 00:00 hours on November 11 and end at 23:59 hours on November 17, 2026.
• Centers that began operation in the 2024/25 or 2025/26 academic years will carry out their first renewal according to the general calendar.

Newly created centers

Centers that begin operation in the 2026/27 academic year will hold elections for the first constitution of their school council with their own calendar. The electoral board will be constituted between September 28 and October 2, 2026, and the voting will take place between October 19 and 23, 2026.

• Electronic voting for families in these centers will take place between 00:00 hours on October 7 and 23:59 hours on October 13, 2026.
• The first renewal of these councils will occur in 2028, coinciding with the renewal of the rest of the school councils in Galicia.

Procedure and guarantees

Eligible voters from the family census who exercise their right to vote via the telematic modality may not participate in person to cast a new vote or rectify one already cast. The management of each center, acting as the presidency of the electoral board, must send the monitoring report to the territorial department before December 16, 2026.

The resolution, which enters into force on the day following its publication in the Diario Oficial de Galicia, affects the entire Galician educational community and represents a step forward in the digitalization of family participation in the life of the centers, while maintaining the guarantees of the current electoral procedure.
