Galicia opens applications for the special adoptions program via social concert

The Department of Social Policy and Equality of the Xunta de Galicia published in the Official Gazette of Galicia (DOG no. 166, of September 2, 2026, p. 47648) the resolution of August 18, 2026, calling for, through a social agreement allocation procedure, the execution of the Special Adoptions Program, with procedure code BS214F. The resolution, signed by the counselor Fabiola García Martínez, exhausts the administrative route and opens a one-month period for the submission of applications.

The program aims to promote the adoption of children and adolescents (NNA) tutored by the Xunta de Galicia who, due to their age, belonging to a sibling group, having a physical and/or intellectual disability, or any other particular characteristic, face greater difficulties in finding a family to adopt them. The purpose is to guarantee their right to grow up in a normalized family environment, in application of the principle of the best interests of the child.

Regulatory framework and financing

The call is based on Decree 229/2020, of December 17, which develops the regime of social agreements in Galicia, and Decree 192/2015, of October 29, which defines the adoption service in the Social Services Portfolio for family, childhood, and adolescence. Competence in social assistance corresponds to the Autonomous Community under article 27.23 of the Statute of Autonomy, and the service is processed through the General Directorate for Family, Childhood, and Demographic Dynamization.

The project is financed from budget application 08.02.312B.228, project code 2013 590, provided for in Law 4/2025, of December 23, on the general budgets of the Autonomous Community of Galicia for 2026. The maximum amount of the agreement is €289,464.04 for the period from 1.11.2026 to 31.7.2028, with a total estimated value of €895,021.65 if possible extensions until 2030 are executed.

Object and duration

The agreement will be developed in the four Galician provinces during the years 2026 to 2028, with the possibility of extensions until 31.7.2030, and will be assigned to a single entity. The specific objectives of the program are:

  • To make society aware of the situation of children who need an adoptive family and to sensitize it regarding this.
  • To train people willing to adopt minors with special difficulties.
  • To support families and minors in the adoptive integration process to strengthen the family bond.

Requirements and submission

Interested entities must be registered in the Single Registry of Social Service Provider Entities of Galicia, prove economic and technical solvency, and have a minimum of two years of experience in child and adolescent care. Among the solvency indicators, a turnover in the field of child care equal to or greater than €35,000 and civil liability insurance are required.

Applications must be submitted electronically via the standardized form available on the electronic headquarters of the Xunta de Galicia (https://sede.xunta.gal), using procedure code BS214F, within one month starting from the day following the publication of the resolution in the DOG.

The call represents an opportunity for third-sector entities working in child protection, while reinforcing the commitment of the Xunta de Galicia to the right of minors with the greatest difficulties to live in a family, one of the axes of the regional social policy.
