Galapagar makes the SER tax definitive with new rates and exemptions

The Galapagar City Council has made Fiscal Ordinance 11/2026 definitive, which regulates the vehicle parking fee in the municipality’s SER zone, after no claims were filed during the public exhibition period. The decision, adopted by the Plenary in the session of May 28, 2026, is published in the Official Gazette of the Community of Madrid number 199, dated August 21, 2026, and will enter into force the day following its publication.

The regulation is issued using the powers granted by articles 4 and 106 of Law 7/1985 (LBRL) and articles 15 to 27 of the revised text of the Law Regulating Local Treasuries (RDL 2/2004), in compliance with the Municipal Ordinance on Sustainable Mobility (OMMS). The provisional agreement is made definitive in accordance with article 17.3 of RDL 2/2004, and repeals the previous Fiscal Ordinance 11/2024, approved on April 25, 2024.

Rates per minute and space

The fee is calculated by applying a rate based on parking time, differentiated according to the use of the space, with a minimum amount of 0.15 euros and increments of five cents:

• Blue spaces (commercial use): €1.00/hour, in increments of €0.05 every 180 seconds.
• Green spaces (residential use): €1.80/hour, in increments of €0.05 every 100 seconds.
• No maximum hour limit starting from the minimum amount.

Exemptions and reductions

Motorcycles and mopeds, vehicles in zones reserved for their category, authorized vehicles for the transport of persons with reduced mobility, public administration vehicles, healthcare assistance vehicles (SUMMA, Spanish Red Cross, and ambulances), category “N” vehicles during loading and unloading, and diplomatic representation vehicles are exempt from payment.

Additionally, in blue spaces, vehicles registered in Galapagar enjoy a 100% reduction for the first 60 daily minutes, and those classified as “zero emissions” in the DGT Registry may park with a total reduction of the fee.

Authorizations for groups

The ordinance regulates authorizations that exempt the user from obtaining a ticket, with fixed fees:

• Residents: €48/year (€12/quarter) for green spaces.
• Merchants and freelancers: €96/year (€24/quarter) for blue spaces.
• Employees: €40 for 30 calendar days, linked to a single license plate.
• Workshops: up to 8 annual authorizations, from €96 to €336 each (maximum €1,488).

Voluntary regularization

Users who park without fully complying with the enabling permit may regularize their situation before the sanctioning procedure, within 60 minutes following the notice of violation, by paying €3 for excess time or €8 for lacking a permit. Payment is made via parking meters or telematics applications, and payment prevents the initiation of the sanctioning proceedings.

The regulation, signed by the acting mayor-president Javier Álvarez López (Decree 2503/2026, of July 15, 2026), affects all drivers who park on the regulated roads of the municipality, with a system that combines per-minute rates, social exemptions, and authorizations for professional groups, within the framework of local sustainable mobility.
