Gáldar orders the new access road network for the La Montaña neighborhood

The Gáldar City Council has made definitive the Provisional Ordinance “Road Reorganization Access to La Montaña UAG-9”, which enables the early execution of a new access road to the La Montaña neighborhood. The decision was adopted after no claims were filed during the public exhibition period of the initial plenary agreement, approved in the session held on June 25, 2026, and is published in the Official Gazette of the Province of Las Palmas number 109, dated September 11, 2026 (announcement 2.972, reference 1.841.565).

Purpose and layout of the new road network

The purpose of the provisional ordinance is the detailed planning and execution of a new access road to the La Montaña neighborhood, as an extension of the current road between Delgado Street and Francisco Pizarro Street. The layout shifts the road network planned in the current General Planning Plan (PGO), which connected Paseo de Los Guanartemes with Delgado Street, to its new position, expanding its planned section from 9 to 13 meters.

The new layout safeguards the pond that was affected in the PGO planning map, in contradiction with protection file P-035 of the architectural catalog. The affected land, classified as unconsolidated urban land and included in the action unit UA G-9, has already been acquired by the City Council, therefore making the development of the management of said area for its acquisition unnecessary.

Regulatory and environmental framework

The ordinance is issued under Article 154 of Law 4/2017, of July 13, on Land and Protected Natural Spaces of the Canary Islands, due to reasons of social interest and public necessity derived from the improvement of accessibility for residents, which will result in greater road safety.

The detailed planning is already defined in the Minor Modification of the Gáldar PGO “Reorganization of Action Unit Gáldar Casco G-9 and Modification of File P-035 of the Protection Catalog”, which has a strategic environmental report from the Environmental Body of Gran Canaria dated May 20, 2026, published in BOP number 67, dated June 5, 2026. Having been subject to a strategic environmental assessment, it is not necessary to subject the alterations to a new evaluation.

Execution and conditions

The execution of the road network will be carried out as ordinary public works by the Gáldar City Council, and the technical project will define the cross-section of the new road and the junction solutions with Delgado Street and Paseo de los Guanartemes. Before starting the works, archaeological soundings with a backhoe must be carried out to assess the potential of the subsoil along the route.

The strategic environmental report transfers a series of conditions to the ordinance that must be met:

• Architectural and landscape integration of the roadway into the urban fabric.
• Sustainable mobility and accessibility, with pedestrian continuity and traffic calming.
• Protection, recovery, and reuse of existing stone walls.
• Management and reuse of fertile soil, with prior analyses of possible contamination.
• Green infrastructure and environmental comfort, with species adapted to the local climate.
• Balance of greenhouse gas emissions.
• Waste management and discharge control during the construction phases.

The affected lands are municipally owned and are classified as public roadways. The provisional ordinance will remain in effect until the entry into force of the minor modification currently being processed by the City Council, which includes its determinations.

Relevance for residents

The regulation, signed by Mayor Teodoro Claret Sosa Monzón in Gáldar on September 4, 2026, allows for the early construction of an access point that improves connectivity and road safety in the La Montaña neighborhood without waiting for the full development of the action unit. An administrative appeal may be filed against the agreement before the Administrative Chamber of the High Court of Justice of the Canary Islands within two months of its publication.
