The Güeñesek city council has definitively approved its internal regulations

Güeñes City Council has definitively approved the internal regulations of the Local Police, following the expiration of the allegations period without any claims being received. The new regulation has been published in issue number 161 of the Boletín Oficial de Bizkaia, on August 25, 2026, in the document with CVE reference BOB-2026a161-(II-4529), and applies to all local police officers.

The regulation stems from the initial approval agreement of May 15, 2026, which was published in issue number 105 of the Boletín Oficial de Bizkaia (2026-06-05). Since no allegations were presented after the expiration of the allegations period, the agreement has become definitive and was signed by Mayor Juan Andrés Iragorri Ruiz on 2026-07-21. The publication is carried out according to article 70.2 of the LRBRL, publishing the ordinance in its entirety.

Uniformity and Equipment

The regulation specifies that local police officers must wear the regulatory uniform while on duty, and the red cap is mandatory at events, during traffic regulation, and at school crossings. Patrols must carry ballistic vests and individual bodycams, and this also includes the regulatory weapon and taser.

• Clothing, identification, emblems and insignia, and equipment and weaponry are the four groups of the uniform.
• Insignia according to hierarchy levels: Suboficial, Agente Primero, and Agente.
• Badges carry the logo, the name of the council, and the slogan «Udaltzaingoa», along with the professional ID card.

Working Day and Schedule

The annual working day is 1,562 hours, and a calendar is specified annually, with officers indicating their preferences before November 15. There are two main shifts:

• Morning shift: Monday to Friday 7:15–14:45; Saturdays and Sundays 8:00–20:00.
• Afternoon shift: Monday to Saturday 14:30–22:00.

Each patrol consists of three officers, and service is reinforced during the San Lorenzo, La Cruz, San Pedro de la Quadra, San José fair, San Silvestre, Cabalgata de Reyes, Carnavales, Olentzero, and Harley Davidson events. During electoral commissions, they work together with the Ertzaintza.

Disciplinary Regime

The regulation establishes three levels of misconduct —leves (minor), graves (serious), and muy graves (very serious)— and their corresponding sanctions. The prescription periods for misconduct are also specified: six years for very serious, two years for serious, and two months for minor.

• Minor misconduct: warning or 1–3 days of suspension from duties.
• Serious misconduct: suspension from 4 days up to one year or change of assignment.
• Very serious misconduct: separation from service or suspension from 1 year and 1 day up to 2 years.

The authority to establish specifications lies with the mayor-president, and in cases involving removal from office, the City Council decides. The regulation is a development of the Basque Country Police Law (legislative decree 1/2020) and the remaining regulations of the Police Corps of the Basque Country, and it affects all local police officers of Güeñes.

The new regulation seeks to modernize the local police force and reorganize the public service from the perspective of citizen attention, and it has compiled into a single text the functioning, organization, and discipline of the security service of Güeñes.
