Civil Service appoints 46 tenured doctors and assigns their destinations

The State Secretariat for Civil Service has appointed 46 successful candidates from the open access general system as career civil servants of the Corps of Staff Physicians, specifying their assigned destinations. This decision is formalized in the Resolution of September 16, 2026, published in the Official State Gazette (BOE) no. 235, of September 23, 2026, section II.A, page 125220 (official reference BOE-A-2026-19704). The appointment is signed by the Secretary of State for Civil Service, Consuelo Sánchez Naranjo, upon the proposal of the Ministry of Health.

A selection process closed after nearly two years

The process began with the Resolution of December 11, 2024, from the Undersecretariat of the Ministry of Health, which called for the selection process for entry into the Corps of Staff Physicians (published in the BOE on December 19, 2024). Following the completion of the tests, the Resolution of November 19, 2025, publicized the list of candidates who passed the competitive examination phase (BOE of November 27, 2025).

Subsequently, the Resolution of the Undersecretariat of the Ministry of Health of February 18, 2026, appointed those candidates as civil servants in training. The definitive appointment is based on articles 25 and 26 of the General Regulation for the Entry of Personnel into the Service of the General State Administration, approved by Royal Decree 364/1995, of March 10, and article 6.3 of Royal Decree 2169/1984, of November 28, regarding the attribution of personnel competencies.

Destinations: majority in Madrid and fifteen positions in overseas health services

The annex lists the 46 appointees according to the final score obtained and details the ministry, managing center, destination center, province, town, position, and specific supplement. The distribution is as follows:

• 31 senior technician positions of level 26 in Madrid, assigned to the Ministry of Health (general directorates of Public Health and Health Equity, Professional Regulation, Common Service Portfolio of the National Health System and Pharmacy, National Institute of Health Management, State Secretariat for Health, Government Delegation for the National Plan on Drugs, and health alert and emergency coordination centers).
• 14 positions of Head of the Foreign Health Service in Government sub-delegations and delegations: Valencia, Seville, Bilbao, Vigo, Melilla, Las Palmas de Gran Canaria, Castellón de la Plana, Cádiz, Murcia, Huelva, Gijón, Alicante (two), and Tarragona.
• One position of Head of the Health Assistance Service in the Health Benefits Department of the General Mutual Society of State Civil Servants (MUGEJU), in Madrid.
• One destination in the Spanish Agency for Food Safety and Nutrition, under the Ministry of Social Rights, Consumption and 2030 Agenda.

Remuneration and one exclusion

The assigned specific supplement is 7,591.50 euros for senior technician positions and 13,234.76 euros for head of service positions, except for one position in Alicante with 13,216.98 euros. All positions have a destination supplement level of 26.

The resolution declares Rosa María García Álvarez, who had passed the competitive examination phase and was appointed as a trainee civil servant, to have forfeited her right to be appointed as a career civil servant for not having passed the selective course. Additionally, the request to alter the order of priority for choosing a destination made by the applicant who accessed via the reserve quota for persons with disabilities is denied, as the necessity was not proven, in accordance with Article 9 of Royal Decree 2271/2004, of December 3.

Taking office and appeals

Those appointed must take an oath of allegiance to the Constitution in accordance with Royal Decree 707/1979, of April 5, and take office at their destinations within fifteen calendar days from the day following the publication of the resolution, a period extended to one month when it involves a change of residence location, according to Article 114.12 of Royal Decree-Law 6/2023, of December 19.

The resolution concludes the administrative process and may be optionally appealed for reversal before the State Secretariat for Public Function within one month, or challenged directly before the Contentious-Administrative Chamber of the National Court within two months.

The appointment strengthens the healthcare staff of the General State Administration and concludes a selection process of nearly two years, with the effective incorporation of 46 doctors into central services of the Ministry of Health, overseas healthcare at borders and provinces, and agencies such as MUGEJU and the Spanish Agency for Food Safety and Nutrition.
