Fuerteventura opens the Betancuria goat farm to allegations

The Environmental Evaluation Body of Fuerteventura has admitted for processing the request to initiate the simplified environmental impact assessment procedure for the project “Facilities for Goat Farm (Betancuria)”, according to the announcement published in the Official Gazette of the Province of Las Palmas number 109, dated September 11, 2026. The initiative, promoted by Javier López Blanco, is now subject to a public consultation process of twenty business days so that interested parties and affected administrations may submit allegations.

The agreement for admission for processing was adopted on August 25, 2026, and the announcement making it public is dated August 26, 2026. The file is processed under reference 2026/4247 and appears in the gazette registry under number 1811612, on page 15758.

Regulatory Framework and Project Objective

The procedure is carried out in accordance with Article 46 of Law 21/2013, of December 9, on environmental assessment, which regulates the simplified environmental impact assessment. The objective of the process is for the environmental body to be able to formulate the environmental impact report and comply with the consultation of the affected Public Administrations and interested persons.

The project consists of the implementation of facilities for a goat farm in the municipality of Betancuria, on the island of Fuerteventura. The technical documentation supporting the request is the Environmental Document, electronically signed on August 13, 2026.

Deadline and Method for Allegations

The deadline for submitting allegations or observations is twenty (20) business days, counted from the day following the publication of the announcement in the official gazette. During this period, interested parties may consult the technical documentation and formulate the considerations they deem appropriate.

Signature and Issuing Body

The announcement was signed in Puerto del Rosario on August 31, 2026, by the Substitute Secretary of the Environmental Body of Fuerteventura, Cristina Arribas Castañeyra. The issuing body is the Most Excellent Insular Council of Fuerteventura, within the Local Administration section of the gazette.

The publication of this announcement represents a further step in the processing of a livestock facility which, due to its potential environmental impact, requires a ruling from the competent body prior to its authorization. For the residents of Betancuria and the affected entities, the allegations period constitutes the opportunity to participate in the decision regarding a project that may have implications for the territory and the rural environment of the island.
