Fuentenovilla aprueba un plan cuatrienal para culminar la pavimentación de Las Fuentes

The Plenary of the Fuentenovilla City Council approved, in an ordinary session on September 28, 2026, the 2026-2029 Multi-year Investment Plan for the completion of the paving works of the Las Fuentes Urbanization. The agreement, signed by the mayor Montserrat Rivas de la Torre on October 1, 2026, is published in the Official Gazette of the Province of Guadalajara number 190, corresponding to Tuesday, October 6, 2026, within the section of municipal announcements.

The file is processed in accordance with local treasury legislation, which requires that the effectiveness of each phase be conditional upon the existence of adequate and sufficient credit in the corresponding fiscal year. The Council had already taken previous steps in the same plenary session, including the delegation of powers to the Mayor’s Office to contract the first phase of the action.

A plan spread across four budget years

The plenary agreement consists of four operative points. The first formally approves the Multi-year Investment Plan (2026-2029) for the execution of the Las Fuentes urbanization work, in accordance with the breakdown by phases and annualities detailed in the background and in the technical report of the project.

The second point commits to the inclusion of the necessary credits in the General Budgets of the City Council for the years 2026, 2027, 2028, and 2029. The effectiveness of subsequent phases remains conditional upon the existence of adequate and sufficient credit in each fiscal year, in accordance with local treasury legislation.

The third point empowers the Mayor’s Office-Presidency as broadly and sufficiently as required by Law for the signing of whatever documents, contracts, external financing agreements, or budget modifications are necessary for the launch, execution, and successful completion of the plan. The fourth orders the publication of the agreement in the Official Gazette of the Province and on the municipal Notice Board and Transparency Portal, remaining furthermore available to interested parties on the City Council’s electronic headquarters.

Delegation to the Mayor’s Office to contract the first phase

In the same session on September 28, the Plenary agreed to specifically delegate to the Mayor-President all the powers corresponding to the Plenary as the contracting body regarding the works contract for the completion of the Las Fuentes urbanization. The amount assigned to this first phase amounts to 300,000 euros.

The delegation, adopted under Article 51.2 of the Regulation on Organization, Operation, and Legal Regime of Local Entities, approved by Royal Decree 2568/1986, of November 28, encompasses:

  • Initiate the procedure and approve the procurement file.
  • Authorize and allocate the expenditure.
  • Approve the specific administrative clauses and technical specifications.
  • Award and formalize the contract.
  • Exercise the powers inherent to execution: project management, approval of credit modifications, certifications, and acceptance.

The delegated powers may not be sub-delegated to any other municipal body, and the Mayor must report in writing to the Plenary regarding the resolutions adopted during the first ordinary session held.

The 2026 budget, under public review

On the same day, the Fuentenovilla City Council published the initial approval of the General Budget for the 2026 fiscal year, also agreed upon in the Plenary on September 28. The file and the mandatory documentation are open to the public for fifteen days from the publication of the announcement for the purpose of claims and allegations, in accordance with Article 169 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, and Article 20 of Royal Decree 500/1990, of April 20. If no claims are submitted within that period, the budget will be considered definitively approved.

The budget calendar and the works plan thus advance in parallel: the first annual installment of the plan coincides with the fiscal year whose municipal account has just been opened for public consultation, meaning that any allegation to the budget may affect the planned pace of execution.

Impact for residents

The approval of the Multi-year Investment Plan provides legal and budgetary coverage for an urban development action that will extend, at a minimum, until 2029, and which directly affects the residents of the Las Fuentes Urbanization. The chosen formula—committing credits year by year instead of financing the work all at once—guarantees the continuity of the works as long as municipal accounts allow, but also transfers the effective decision to execute the next phase to each budgetary year. Residents may consult the full text of the agreement in the Official Gazette of the Province of Guadalajara and on the municipal electronic office.
