Fuensanta Alcalá Luque, new Director General of Housing Discipline.

The Government has appointed Fuensanta Alcalá Luque as director general of Housing Discipline of the Department of Territory, Housing and Ecological Transition, with effect from 1 August 2026. The appointment, proposed by the minister Sílvia Paneque i Sureda, is published in the Official Gazette of the Government of Catalonia (DOGC) through Decree 142/2026, of 28 July (reference CVE-DOGC-A-26210012-2026).

The new director general takes on a recently created position, at a time of reorganisation of housing policy. Decree 130/2026, of 28 July, amended Decree 242/2025, of 4 November, on the restructuring of the Department to create a specialised management unit for housing discipline, with the aim of strengthening the effectiveness of public housing policies and ensuring compliance with sectoral regulations.

The Directorate General, at the forefront of inspection and control

The Directorate General for Housing Discipline concentrates the inspection, control and sanctioning functions that Law 18/2007, of 28 December, on the right to housing, attributes to the Administration of the Government of Catalonia. According to the new Article 121 bis of the structure decree, it is responsible, among other powers, for:

  • Exercising strategic leadership of actions in the field of housing discipline.
  • Directing and coordinating inspection, the processing of sanctioning procedures and the execution of resolutions.
  • Establishing and harmonising criteria on vacant homes, overcrowding, substandard housing, large holders, officially protected housing, occupancy certificates, urban leases and rent control.
  • Initiating sanctioning proceedings, resolving them and promoting actions to restore legality.

Three services report to the directorate general: the Housing Inspection Service, the Sanctioning Regime Service for Habitability, Leases and Residential Conservation and the Sanctioning Regime Service for Officially Protected Housing and Housing Users.

A change of model: from the Agency to the Department

The creation of the new body responds to the reorganisation of powers introduced by Law 11/2026, of 9 July, on fiscal, financial, administrative and public sector measures. The regulation amends Law 13/2009, of 22 July, on the Housing Agency of Catalonia: inspection and the sanctioning regime in housing matters no longer fall under the Agency and are now assumed directly by the competent Department.

The appointment is formalized in accordance with article 26.h of Law 13/2008, of 5 November, on the Presidency of the Generalitat and the Government. Decree 142/2026, signed in Barcelona on 28 July, is signed by the President of the Generalitat Salvador Illa i Roca; by substitution, the Minister of the Presidency Albert Dalmau Miranda, in accordance with Decree 112/2026, of 21 July (DOGC No. 9715, of 24.7.2026); and the Minister Sílvia Paneque i Sureda, who proposed the appointment.

A key position for the housing stock

Fuensanta Alcalá Luque takes the lead of the body that inspects and sanctions Catalonia’s housing stock: vacant homes, overcrowding, substandard housing, habitation certificates, urban leases and rent control. She is therefore a central piece in the implementation of housing policies in a context of tensions in the rental market. The position takes effect from 1 August 2026, with the rights and duties inherent to the role.
