Fuenlabrada estrena prescripción de ejercicio físico con nueve puntos activos

The Fuenlabrada City Council, through the Municipal Sports Board, and the Community of Madrid, via the Ministry of Culture, Tourism and Sport, have signed an agreement to develop the project “P.E. Prescription Fuenlabrada City Council with Active Point and Initiation Workshop.” The agreement was signed on September 18, 2026, and is published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 263, of November 2, 2026, section I.D (announcements), pages 106 to 113 (official reference BOCM-20261102-17).

The agreement is based on Order 699/2023, of May 22, of the Ministry of Culture, Tourism and Sport, which regulates the Institutional Collaboration Program for physical activity and health projects, and on Order 35/2026, of January 13, which called for the 11th edition of said program for the 2026-2027 school year (published in BOCM number 34, of February 10, 2026). The project was previously approved by a resolution of the Director General of Sports on April 28, 2026.

The text recalls that the program was established with Order 2053/2016, of June 23, and that after seven editions it was reorganized by Order 699/2023, which is now oriented toward involving the healthcare sector in the fight against sedentary lifestyles. According to data from the Statistics Institute of the Community of Madrid, Fuenlabrada has a population of 189,814 inhabitants, a figure that determines the maximum percentages of regional funding.

Referral from health centers

The core of the program is the coordination between public health and municipal physical exercise services. Primary Care health personnel provide brief counseling, verify inclusion criteria, and refer users; subsequently, a Physical Exercise Promoter performs an initial assessment, offers personalized technical advice, and designs a plan that may combine autonomous activity, municipal offerings, or specific programs, with continuous monitoring and feedback of information to the healthcare sector.

The project is aimed at healthy, sedentary, or inactive adult and elderly populations referred from Primary Care. The activities are free of charge, and the team includes graduates or degree holders in Physical Activity and Sports Sciences, in accordance with Law 6/2016, of November 24, which regulates the practice of sports professions in the Community of Madrid.

Nine active points and twelve workshops

The activities are implemented in nine Active Points and twelve Initiation Workshops, both with two weekly sessions for six weeks and distributed across three shifts throughout the course:

  • Active Points: priority to outdoor exercise, with healthy routes and urban hiking, bio-healthy areas and calisthenics parks, adapted physical conditioning, training in healthy habits and safety, and individual tutoring.
  • Initiation Workshops: basic physical conditioning, functional training, bodybuilding, aquatic activities or recreational sports, with recommendations for independent practice.
  • Coordination: Coordination Table with health centers and support from other municipal areas (communication, administration, IT) and sports services.
  • Inclusion: specific measures for people with functional diversity, with adjustment of supports, ratios, and individualized adaptations.

Financial allocation and calendar

The Community of Madrid will contribute a maximum of 9,816.75 euros, equivalent to 73.40% of the adjusted cost of the project, estimated at 13,374.19 euros. The City Council will initially assume a minimum of 3,557.44 euros, in addition to the cost of the 2026 activities. The budget is broken down as follows: personnel, 12,874.19 euros; sports equipment, 0 euros; dissemination, 500 euros; logistical support, 0 euros.

The project will be executed between October 1, 2026, and June 30, 2027. The agreement will be in effect until July 31, 2027, without the possibility of extension, and the regional contribution will be paid in a single payment upon certification by the municipal Comptroller, which must be submitted by July 20, 2027. The technical evaluation report, including the number of users, will be delivered by July 31, 2027. Monitoring is the responsibility of a joint commission consisting of two representatives from each party.

The agreement is signed by Alberto Tomé González, Director General of Sports, and Juan Agustín Domínguez San Andrés, delegated councilor for Sports Promotion and Healthy Living and vice president of the Municipal Sports Board of Fuenlabrada.

The relevance of the agreement lies in its model: it turns the Primary Care consultation into the gateway to municipal sports for residents at higher risk due to inactivity, and guarantees free and tutored activity for nine months in a municipality of nearly 190,000 inhabitants.
