Fuenlabrada abre 585.200 euros para patios abiertos en 37 colegios públicos

The Fuenlabrada City Council has announced 585,200 euros in grants to finance the “Open Courtyards” (Patios Abiertos) program, extracurricular activities, and the opening of centers on non-school days during the 2026-2027 academic year. The measure, approved by the Local Government Board on October 9, 2026 (item 32.2), is published as an extract in the BOCM no. 251, dated October 21, 2026, with the official reference BOCM-20261021-70. Interested centers have only 10 business days from the day following that publication to formalize the application.

Regulatory framework and scope of the call

The extract is disseminated under articles 17.3.b and 20.8.a of the General Grants Law 38/2003, of November 17, and the full text can be consulted in the National Grants Database, with the identifier BDNS: 935673. The call is resolved on a non-competitive basis, and its regulating ordinance is that of the Fuenlabrada City Council itself, published in the BOCM on March 11, 2005.

The stated objective is to reduce the financial burden on families and facilitate the opening of public schools’ facilities on the planned days and times. The 37 centers that submitted a prior application to participate in the Fuencoles Program 2026-2027, approved by their School Council and registered with the City Council, may apply. These include, for example:

  • CEIP Andrés Manjón, CEIP Antonio Machado, and CEIPSO Arcipreste de Hita
  • CEIP Clara Campoamor, CEIP Dulce Chacón, and CEIP El Trigal
  • CEIP John Lennon, CEIP La Cañada, and CEIP León Felipe
  • CEIP Loranca, CEIP Manuel de Falla, and CEIP Manuela Malasaña
  • CEIP Rosalía de Castro, CEIPSO Salvador Dalí, and CEIP Víctor Jara

What can be subsidized and who can participate

The grants cover the opening of courtyards, the provision of extracurricular activities, and the opening during non-school periods, generally aimed at students enrolled in each center. If vacancies remain, students not enrolled in the center and, exceptionally, students from other municipalities may participate, provided they meet the requirements and do not occupy places reserved for students of the center or the municipality.

Subsidizable expenses are limited to three concepts:

  • Payment to the professionals in charge of developing the activities
  • Acquisition of materials
  • Material necessary for the activity

Inventoriable expenses will not be financed: any purchase of objects from the same group equal to or exceeding 400 euros is considered as such.

Money, deadlines, and justification

The total amount amounts to 585,200 euros charged to budget application 6051-326-45141, of which 234,080 euros correspond to the 2026 fiscal year and 351,120 euros to the 2027 fiscal year. The maximum amount assignable to each center is set forth in Article 6 of the call for applications.

The administrative calendar is established as follows:

  • Application: 10 business days from the day following the publication in the BOCM, through the Electronic Office of the Fuenlabrada City Council or the electronic offices of other administrations, in accordance with Article 14 of Law 39/2015
  • Payment: advance, for the total amount, via transfer to the bank account indicated in the application
  • Justification: maximum date July 15, 2027, with the documentation specified in Article 15 of the call

The agreement exhausts the administrative route. A contentious-administrative appeal may be filed against it within two months before the bodies provided for in Articles 8 and 10 of Law 29/1998 and, optionally, an appeal for reversal within one month before the same body, without its filing alone suspending the execution of the act. The extract was signed in Fuenlabrada on October 19, 2026, by the mayor-president, Francisco Javier Ayala Ortega.

Impact for families and centers

The call arrives with the school year already underway and with a margin of barely two weeks to process files, which requires management and the AMPAs (Parents’ Associations) to have the documentation from Article 8 ready from day one. For the families of the municipality, the program represents the municipal route to sustain work-life balance during extracurricular hours and on non-school days, while the 37 included schools remain the only possible recipients of the funds in this edition.
