France opens vacancy for Charente territories director post

The French Interior Ministry has published an official vacancy notice for the post of departmental director of territories (DDT) of Charente, a senior State leadership position that will soon become vacant. The notice appears in the Journal officiel de la République française (JORF) n°0195 of 22 August 2026, under reference INTP2622582V, and invites applications within 30 days of publication.

The DDT of Charente implements, under the authority of the préfet de Charente, the national policies covering land planning, agriculture, forestry, urban planning, housing, water management, ecological transition, risk prevention, biodiversity, hunting, fishing and road safety. The post is classified in group IV of the State’s departmental interministerial directorates and is to be filled for a term of four years, renewable up to a total of six years, with a six-month probationary period.

The post and its environment

The directorate employs a team of 123 agents with highly diversified skills, carrying out instruction, advisory, territorial support and control missions. The post is based in Angoulême, the DDT’s seat, which also has two further sites in Cognac and Confolens, and shares premises with the services of the DREAL and the SIDSIC.

Within the Nouvelle-Aquitaine region, the department of Charente counts 359 communes and a population of 351,718 inhabitants. The territory is marked by a variety of landscapes, long-established industries (electricity, electromechanics, paper mills) and a strong image-and-sound cluster, alongside quality agricultural production including the cognac sector.

Required profile and conditions of employment

Candidates must demonstrate at least six years of management experience in public policies falling within the DDT’s remit, with proven ability to integrate multiple policy issues on a given territory or project. The recruitment procedure follows the rules set out in the code général de la fonction publique (articles R. 342-1 to R. 342-17), décret n° 2019-1594 of 31 December 2019 on State leadership posts, and article 7 of the arrêté of 5 September 2023.

The annual gross remuneration combines an index-based component, set by reclassification on the administrateurs de l’Etat scale, and an indemnity component under the RIFSEEP regime, comprising:

• a fixed part, the IFSE, paid monthly according to the post’s function group;
• a variable part, the CIA, ranging from €0 up to a maximum of €27,000 gross, with an average reference amount of €3,726 gross.

Application procedure

The recruiting authority is the secrétaire général du ministère de l’intérieur, while the employment authority is the préfet de Charente. Applications must be submitted electronically within 30 days of publication of the notice in the JORF, either through the ministry’s internal MOB-MI platform (offer reference MINT-DDT16-2026-125623) or, for candidates without intranet access, through the Choisir le service public website.

The application file must include a motivation letter and a detailed CV, supplemented for civil servants by a service record, a copy of the national identity card, the latest administrative situation order and the last three pay slips. The collegial body set up under décret of 31 December 2019 examines admissible applications, and candidates not retained are informed within two weeks of the auditions.

This vacancy is part of the regular renewal of the State’s senior territorial leadership, and the appointment of a new director will shape how national policies on land planning, ecological transition and rural development are carried out across Charente for the coming years.
