France freezes assets of two individuals for six months

France has ordered the freezing of the assets of two individuals under the national financial-sanctions regime. Two orders published in the Journal officiel de la République française (JORF n°0195 of 22 August 2026) place Ali HATTAY and Emir SAYDOULAEV under a six-month asset freeze, prohibiting any direct or indirect provision of funds to them.

The measures were signed by the Minister of the Interior and the Minister of the Economy, Finance and Industrial and Energy Sovereignty, acting under articles L. 562-2 and following of the code monétaire et financier. The first order is dated 12 August 2026 (NOR ECOT2621964A); the second is dated 18 August 2026 (NOR ECOT2622311A).

Two distinct asset-freeze orders

The first order targets Ali HATTAY, born on 6 March 1990 in Strasbourg (Bas-Rhin). The second targets Emir SAYDOULAEV, born on 30 June 2004 in Atchkoi-Martan, in the Russian Federation.

Scope of the freeze

In both cases, the freeze covers the funds and economic resources belonging to, owned, held or controlled by the named person, as well as those of any legal persons or entities themselves held or controlled by them, or acting knowingly on their behalf or on their instructions.

The direct or indirect provision, or the use, of funds or economic resources for the benefit of these persons and of the entities they control is prohibited for a period of six months, running from publication in the Journal officiel de la République française.

Recourse and deadlines

Each order may be challenged within two months of notification, either by a hierarchical appeal to the Minister of the Interior or to the Minister of the Economy, Finance and Industrial and Energy Sovereignty, or by a contentious appeal before the tribunal administratif de Paris.

These measures are part of the fight against the financing of illicit activities, a mechanism that allows the French authorities to immobilise assets without prior judicial authorisation while preserving the right of the persons concerned to contest the decision.
