Fraga tenders the lease of a rural estate for extractive use

The Fraga City Council has opened the tender to award the lease of plot 200 of polygon 6, in the Vincamet area, a municipally owned rural estate of 20,543 m² intended for the extractive use of mining resources. The call is published in the Official Gazette of the Province of Huesca number 189, dated October 2, 2026 (reference BOPH-2026-189015), and stems from Mayoral Decree no. 2026-3234, dated September 24, 2026. The contract is being put out to tender for an amount of €18,723.10 and a term of five years.

The tender is processed via an open procedure and competition format, with ordinary processing, under file 2913/2026. The awarding body is the Mayoral Office-Presidency of the Fraga City Council, and the department instructing the file is the Secretariat (Contracting and Heritage Unit), located at Paseo Barrón, 11, Fraga (22520), telephone 974470050 and email perfil-contratante@fraga.org. The announcement was signed in Fraga on September 28, 2026, by the mayor, José Ignacio Gramún Castillo.

Object and conditions of the lease

The object of the contract is the lease of plot 200 of polygon 6 of the Vincamet area, with cadastral reference 22155A006002000000GY, for the extractive use of the existing resources of section A), according to the definition of article 3 of Law 22/1973, of July 21, on Mines, and in accordance with the provisions of its Title III.

The main conditions of the lease are as follows:

Estate surface area: 20,543 m².
Cadastral reference: 22155A006002000000GY.
Term: five years, with the possibility of a reasoned extension by express agreement of both parties.
Contract amount: €18,723.10.
Guarantee: not required.
Use: extraction of the resources of section A) defined in article 3 of the Mining Law.

Award criteria and budget

The award will be resolved by competition, with a total score of 100 points divided between two criteria:

Economic offer submitted: 90 points.
Conditioning of the municipal access road to the estate (yes or no): 10 points.

Natural and legal persons, Spanish or foreign, who have full capacity to act and are not subject to prohibitions on contracting, may submit offers, either on their own behalf or through representatives.

Deadline and method for submitting offers

The deadline for submitting documentation is fifteen business days starting from the day following the publication of the tender announcement in the Official Gazette of the Province and in the Contractor Profile.

Two submission modalities are permitted:

Electronic, mandatory for entities required to interact electronically with the Administration pursuant to Article 14.2 of Law 39/2015, of October 1, through the bid preparation and submission tool of the Public Sector Procurement Platform.
On paper, for bidders not required to interact electronically, via sealed envelopes accompanied by an application at the General Registry of the Fraga City Council (Paseo Barrón, 11), Monday to Friday (excluding holidays) from 9 a.m. to 2 p.m., or at Post Offices.

The call for tenders is of interest to companies in the extractive and aggregate sector operating in the Bajo Cinca region, as it puts on the market five years of exploitation rights for a municipal estate of more than two hectares with road access. For the Fraga City Council, the lease represents an income of €18,723.10 and the possibility that the successful bidder improves the municipal access road, a criterion valued at 10 points in the award process.
