Por FactBox Admin

The Plenary Session of the Fraga City Council provisionally approved on September 24, 2026, the imposition of a new tax on the local public domain and the modification of five fiscal ordinances, effective from January 1, 2027. The agreement is published in the Official Gazette of the Province of Huesca number 187, dated September 30, 2026, with the reference BOPH-2026-187004. Residents and companies in the municipality have thirty days to examine the file and submit claims.
The decision was adopted in an ordinary session of the Plenary held on September 24 and was signed by the mayor, José Ignacio Gramún Castillo, on September 25, 2026. The announcement is categorized under the Local Administration, City Councils section, with number 4279, and occupies page 23 of the provincial gazette.
The file is processed in accordance with Article 17 of the consolidated text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The approval is provisional: if no claims are submitted after the public information period has elapsed, the agreement will be definitively approved without the need for a new plenary pronouncement.
A new tax and five revised ordinances
The agreement consists of two parts. The first is the imposition, effective January 1, 2027, of the tax for the private use or special exploitation of the local public domain for electric energy, gas, water, and hydrocarbon transport installations, which is structured through Fiscal Ordinance 2.4.
The second is the modification of Fiscal Ordinances 01/2026, which affects five categories:
- Fiscal Ordinance 2.5, regulating the tax for the provision of waste collection services.
- Fiscal Ordinance 2.6, on the private use or special exploitation of public domain assets of a rural nature for agricultural uses.
- Fiscal Ordinance 2.11, relating to the provision of services and the private use of swimming pools and sports facilities.
- Fiscal Ordinance 2.13, for the issuance of licenses or the verification of communicated activities regarding urban planning.
- Fiscal Ordinance 2.16, for the private use or exploitation of the soil, subsoil, and airspace over the municipal public domain.
Thirty days of public information
The file is subject to public information for thirty days starting from the day following the insertion of the announcement in the Official Gazette of the Province of Huesca and in one of the most widely circulated newspapers in the province. Interested parties may consult it and submit any claims they deem appropriate.
If the period expires without claims, the agreement will be understood as definitively approved, and the new fiscal conditions will enter into force on January 1, 2027.
Fiscal background of the municipality
Fraga has already closed other Treasury operations this year. On September 2, 2026, the bulletin published the final approval of Credit Supplement 03/2026 and the modification of the Budget Execution Bases, financed by treasury remnants and new or increased revenues, with 24,315.22 euros in chapter III for fees and public prices and 595,184.78 euros in financial assets.
The revision affects everyday services —waste, swimming pools, urban planning licenses— and the use of public domain by energy, gas, and water companies, such that the appeals period is the opportunity for residents and companies to influence the text before it comes into effect.
